Founded in 1985, the Georgia Environmental Finance Authority (GEFA) directs programs that improve Georgia’s environment, protect natural resources, and promote economic development. GEFA provides loans for water, wastewater, and solid waste infrastructure; manages energy efficiency and renewable energy programs; administers land conservation loans; and monitors state-owned fuel storage tanks. In the last five years, GEFA has executed over $2 billion in water infrastructure loans and grants to communities throughout Georgia. Much of this funding is dedicated to small and disadvantaged communities.

GENERAL DESCRIPTION:

The GEFA Water Resources Division finances water infrastructure projects that enable economic development and provide healthy, safe drinking water to communities. GEFA is seeking individuals with initiative and critical problem-solving skills who are passionate about clean water and enjoy a fast-paced environment. As a GEFA Team Lead Program Manager in the Water Resources Division (WRD), you will use your skills and knowledge to make a difference in the lives of the people throughout the state of Georgia.

The Team Lead is an essential part of the WRD leadership team and will be responsible for the management of the Drinking Water programs at GEFA. These programs include the Drinking Water State Revolving Loan Fund (DWSRF), Emerging Contaminants, Lead Service Line, and Hurricane Helene Resilience Fund. This position oversees a team of project managers and administers federal grants and loan programs. The successful candidate will be a motivated leader with experience in drinking water infrastructure financing, team management, and federal program compliance. Major responsibilities for this position include:

Leadership and Team Management

  • Supervise and mentor a team of project managers responsible for the implementation and monitoring of DWSRF-funded infrastructure projects.
  • Assign workloads, provide technical guidance, and conduct performance evaluations.
  • Foster a collaborative team environment focused on efficiency, compliance, and customer service.
  • Coordinate training and professional development opportunities for team members.

Program Management

  • Manage the overall administration of the DWSRF programs.
  • Track trends as it relates to national, state, and local drinking water issues.
  • Lead the preparation and submission of annual grant applications and Intended Use Plans to the U.S. Environmental Protection Agency (EPA).
  • Oversee preparation of state and federal annual reports.
  • Oversees performance in the areas of customer service, timely and accurate processing of applications, loan/grant development, site inspections, and disbursement reviews.
  • Contributes to division budgeting, strategic planning, and financial processes.

Outreach

  • Provide outreach and technical assistance to local governments, water systems, consulting engineers, and contractors.
  • Speak at public meetings, conferences, and workshops related to water infrastructure financing.
  • Represent the best interests of GEFA in programmatic related communications with federal, state, and local governmental entities, consulting engineers, contractors, nonprofit organizations, and other partners.

Travel is mandatory and averages 25 percent.

Minimum Qualifications (Position Specific)

Completion of an undergraduate degree from an accredited four-year college or university and three years related work experience. Experience working with MS Office Suite.

Note: An equivalent combination of education and/or job specific experience that provided the knowledge, experience, and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

Preferred Qualifications (Position Specific)

Preference will be given to applicants who, in addition to the minimum qualifications, possess one or more of the following:

  • Engineering, construction management, business, or finance related undergraduate degree;
  • Four years of experience in engineering or construction project management;
  • Project management experience;
  • Experience with environmental loan programs and/or experience with federal grants and funding; and,
  • Detailed knowledge of environmental finance and relevant water resource policy and/or detailed knowledge of relevant drinking water and clean water infrastructure.

Note: GEFA reserves the right to hire at a higher or lower-level position and salary based on candidate qualifications.

SALARY RANGE: $96,000 – $112,000
