Job Description:

World Vision International Lao PDR is looking for The Senior Programme Coordinator is required to work closely with WASH team members, government counterparts and other stakeholders to ensure the successful implementation of WASH programme interventions.

This role will ensure technical support and leadership for the implementation of WASH activities in building strong connections and relationships with the Government counterparts, community, and other stakeholders at districts, provincial and national level. Collaborate with National Central Namsaat and other WASH development partners (WASH DP) to ensure the necessary support and collaboration for the effective implementation. Support and ensure the quality of WASH constructions. Coordinate with projects teams to ensure the WASH interventions are implemented successfully in each location.  Perform other duties as required, assigned by the line manager.

Major Responsibilities:

Planning and Implementation

  • Develop detailed Implementation plan (DIP) in consultation with MEAL Coordinator, WASH technical specialist and other team members as required.
  • Lead and manage the implementation of WASH activities in coordination with respective partners and stakeholders.
  • Facilitate and support services team with specification of WASH related procurements and ensure that the procured materials meet the quality standard within agreed timeline.
  • Facilitate and track the progress of all the WASH related activities on regular basis.

Monitoring and Support

  • Support technical capacity building needs of the government counterparts and other stakeholders and the staff for implementation.
  • Identify issues and provide necessary insights recommendations to the team for resolving them on timely manner.
  • Monitor and track all activities on regular basis, keep records and update the team on the progress for timely information and decision making.
  • Work closely with MEAL Coordinator to ensure mWater tool is utilized to collect the data and information from all WASH related activities.

Collaboration and Coordination

  • Build, manage and strengthen proactive and responsive relationships with community members, Government stakeholders, and other partners.
  • Collaborate and cooperate with all WASH partners at national, provincial and district level to identify the priorities, develop guidelines, share lessons learnt etc.
  • Conduct consultation meetings, regular review and reflection meeting, annual planning meeting with respective partners.
  • Represent WVIL in different meetings, TWG, networks and forum related to WASH as needed.

Documentation and Reporting

  • Establish and maintain effective project monitoring, documentation and communication systems.
  • Submit timely and accurate information and brief reports to the MEAL coordinator and immediate supervisor and other stakeholders as needed. 

Support documentation of lesson learnt and the emerging good practices on WASH programming with WVI Laos.

Required Education, Professional Experience

  • Minimum of 3- 5-year experience working with community to implement WASH interventions.
  • At least 2–3-year experience with MEAL and WASH and/or relation sectors.
  • Effective community engagement, facilitation, and partnering skills.
  • Experience in working with multi-disciplinary teams.  
  • Capacity-building and technical support for implementation teams.
  • Bachelor’s degree or equivalent.
  • Technical know-how and demonstrate knowledge on project management.
  • Computer literacy – MS Office
  • Fluent in English and fluency of Laos would be preferred.
  • Understanding of approaches in poverty alleviation, community development, WASH.
  • Project Management knowledge and skills.

Travel and/or Work Environment

  • As required by the project implementation.
  • In good physical condition to travel to districts, and reach remote villages, ability to stay overnight at community if needed.

Decision Making

Decisions to be made according to the Level of Authority (LOA) in consultation with the immediate supervisor.
