Position Summary

The Liberia County Director will be responsible for strategic leadership, operational oversight, program implementation, and stakeholder engagement. Based in Central Monrovia, Montserrado County, Liberia, the County Director will oversee all aspects of field operations, budgeting, and program execution, ensuring alignment with the organization’s mission, core values, policies and procedures, and long-term goals.

The ideal candidate is a seasoned and values-driven leader with strong experience in WASH or public health programming, exceptional management and communication skills, and a passion for advancing community-led development in Liberia and other neighboring regions.

Key Responsibilities

Strategic Leadership

  • Lead the development and execution of FACE Africa’s country strategy and programmatic vision in Liberia.
  • Identify opportunities for program expansion, innovation, and deeper community impact.
  • Represent FACE Africa in national forums, donor meetings, and partnerships.

     

Program Oversight

  • Provide leadership in the planning, implementation, and evaluation of WASH and public health programs across multiple counties.
  • Ensure all programs meet established goals, timelines, budgets, and quality standards.
  • Support cross-functional integration of health education, gender equity, and sustainability across all initiatives.

     

Team and Operational Management

  • Supervise and mentor a diverse team of program staff, field officers, and technical consultants.
  • Oversee day-to-day operations including HR, procurement, logistics, security, and finance at the country level.
  • Promote a culture of excellence, accountability, and collaboration throughout the organization.

     

Partnerships and Stakeholder Engagement

  • Build and sustain strong relationships with local communities, government institutions, donors, and partner organizations.
  • Serve as FACE Africa’s primary liaison with the Ministry of Health, Ministry of Public Works, and relevant WASH networks.
  • Facilitate community entry and mobilization with humility and cultural sensitivity.

     

Monitoring, Evaluation, and Reporting

  • Ensure rigorous data collection, reporting, and documentation of program outcomes and impact.
  • Lead internal reviews and contribute to external donor reports, proposals, and grant compliance.
  • Promote learning, reflection, and adaptive programming within the team.

     

Fieldwork and Flexibility

  • Travel regularly to field sites in remote and rural communities; some trips will require overnight or longer stays.
  • Remain flexible with working hours based on field needs and community engagement schedules.

Compliance

  • Identify and mitigate operational, financial, and reputational risks in collaboration with the Executive Director.
  • Ensure compliance with local laws, NGO regulatory frameworks, and internal policies.

Resource Mobilization and Fundraising

  • Support development and fundraising efforts by contributing to grant proposals and identifying new funding opportunities in-Country and in neighbouring countries where applicable.
  • Cultivate relationships with in-country donors, embassies, and development partners to enhance resource inflows.

Ideal Candidate Profile

Education:

  • Minimum – Master’s Degree or equivalent in Public Health, International Relations, International Development, or a related field.

     

Visa Requirements:

  • Must be able to work legally in Liberia

     

Experience:

  • Minimum 5+ years (ideally 8 to 10 years) of leadership experience in managing/leading WASH or public health programs in low-resource or rural contexts, ideally in Sub-Saharan Africa.
  • Proven success in staff management, cross-sector coordination, and donor relations.
  • Strong background in community engagement, program design, scaling programs, and impact measurement.
  • Experience working with national or subnational government systems in Liberia or a similar context.

     

  • Familiarity with Liberia’s WASH policy framework, health systems, or rural development plans.
  • Experience managing USAID, EU, or multilateral donor-funded programs.

     

Skills:

  • Exceptional leadership, interpersonal, and organizational skills.
  • Strong writing and presentation skills, especially for donor reports and proposals.
  • Technically sound in WASH best practices and public health principles.
  • Proficient in Microsoft Office and program management tools.
  • Good mathematics and english skills
