Objective and Purpose of the Assignment
The Government of Tripura (GOT) has submitted the Preliminary Project Report (PPR) for the Agartala
Municipal Infrastructure Development Project to the Department of Economic Affairs (DEA). This proposed
initiative takes a multi-sectoral approach, addressing sewerage, drainage systems, water supply, urban
roads, and wastewater/septage management. The project aims to upgrade and develop climate-resilient
physical infrastructure, including urban roads and stormwater drainage. It also focuses on beautifying
and managing water bodies, as well as promoting innovative use of open spaces and parks. Additionally,
the project seeks to strengthen the capacity of the Agartala Municipal Corporation (AMC) in governance,
stakeholder engagement, and community-based organizations, while enhancing project management,
procurement, and financial capabilities. Institutional reforms include the creation of a GIS-based
resource mobilization roadmap and the development of a digital strategy for municipal services. The
preparatory work for the ensuing loan is being carried out by the consulting firm recruited under the
ongoing PRF Loan 6047-IND: Agartala Municipal Infrastructure Development Project.
Scope of Work
The consultant shall review the study and detailed design reports submitted by the executing agencies,
conduct field visits to Agartala and complete due diligence on technical and other aspects and assist in
preparing documents for project processing and implementation. The consultant will also provide
technical input in preparing and reviewing bidding documents.
Detailed Tasks and/or Expected Output
The Consultant will undertake the following tasks:
(i) Review studies and design reports prepared for water supply, wastewater and stormwater drainage for
project regions and urban local bodies (ULBs) and provide inputs with due consideration of best
practices including technical viability, technology selection; compatibility with local conditions, and
institutional capacity for operation and maintenance;
(ii) Analyze the existing and proposed operation and maintenance arrangement and propose asset
management arrangement with a focus on sustainability;
(iii) Ensure a good design for integrated water supply, wastewater management projects, and stormwater
management systems in the project areas;
(iv) Review bidding documents prepared by the project EAs/IAs of the proposed projects and provide
inputs on the technical aspects including the design of performance indicators for the operation service
period;
(v) Support EAs/IAs in preparing sound terms of reference for loan consultants;
(vi) Prepare a detailed implementation schedule for the infrastructure components;
(vii) Provide inputs to the following loan documents for the project processing: Design and Monitoring
Framework; Project Administration Manual; Contribution to the ADB Strategy 2030; Risk Assessment and
Risk Management Plan;
(viii) Support the executing and implementing agencies with procurement processes in readiness for the
project processing. Support includes Review of bid documents, support to pre-bid meeting minutes and
preparation of addendum; support to revision of procurement documents following ADB’s review; advice to
executing agency and implementing agencies on queries related to bidding documents, drafting of terms of
reference for consultancy services; support to opening, evaluation and preparation of evaluation reports;
(ix) Assist the ADB team leader by providing relevant data and documents required for consideration for
the proposed project; and
(x) Other outputs as required for ADB project processing.
Minimum Qualification Requirements
Master’s degree in relevant discipline such as civil engineering; and at least 10 years of experience in
design and development of projects in the water supply, wastewater and stormwater drainage management
subsectors, and a post-graduate degree in environmental engineering or related fields. The expert should
have an excellent understanding of and expertise in water projects financed by multilateral development
banks.
Minimum General Experience: 15 Years
Minimum Specific Experience (relevant to assignment): 10 Years
