Objective and Purpose of the Assignment

The coordinator will support the efficient and effective implementation of TA9977-REG (Developing the Central Asia Regional Economic Cooperation (CAREC) – Water Pillar) to ensure close coordination and relevant developing member countries (DMCs). The TA coordinator will work under the supervision of team leader of TA9977 and will liaise with relevant ADB staff, the CAREC secretariat, other TA consultants, ADB resident missions and relevant external counterparts.

Scope of Work

The coordinator will support the implementation of TA9977-REG and regional events to be organized under the TA.

Detailed Tasks and/or Expected Output

i. Support coordination among stakeholders, the other TA consultants, resident missions, and ADB team
for day-to-day TA activities and monitor overall progress of TA implementation. Tasks include obtaining
necessary clearances for national meetings and regional consultations, support the ADB TA team in
communicating with countries coordinating with regional cooperation coordinators (RCCs), and support
preparation of necessary documents required for CAREC conferences (senior officials meeting, national
focal points’ meeting, and ministerial conference) and others in coordinating with TA consultants.
ii. Lead arrangements of regional consultation meetings, national meetings, and a regional knowledge
event by coordinating with TA consultants and RCCs.
iii. Support the ADB team to prepare relevant correspondences, communications, presentation, regular ad-hoc reports, and other documents, as needed.
iv. Assist in drafting agenda, proceedings, and records of workshops and meetings.
v. Maintain library of TA documents and reference materials.
viii. Perform other tasks as may be assigned by the TA team leader, from time to time.

Minimum Qualification Requirements

The consultant must have:
i. At least bachelor’s degree in environment, water resources, agriculture, international development,
or other related field.
ii. At least 5 years of working experience in international development including working with
international organizations, NGOs, academia, and bilateral and multilateral agencies.
iii. Excellent knowledge of Microsoft Office applications (word, excel, powerpoint, outlook, etc.) and
computer skills required for running virtual platforms such as Zoom, Teams, or equivalent.
iv. Excellent oral and written communication in English. Knowledge in Russian language will be
advantageous.

Minimum General Experience: 7 Years
Minimum Specific Experience (relevant to assignment): 5 Years
