Assignment Title: Selection of Ground Water Modeling Specialist (Individual Consultant)

The Federal Democratic Republic of Ethiopia has obtained financing from the World Bank toward the cost of the Second Urban Water Supply and Sanitation Project (SUWSSP), and intends to apply part of the proceeds for consultant services.
The consulting services (“the Services”) are to critically review and evaluate the deliverables of the project (“Study and Prepare Comprehensive Frameworks for Sustainable Groundwater Resources Development, Abstraction Management, and Groundwater Modeling System Project ”) corresponding to each task to ensure its compliance with the scientific quality standards, specifications, and the requirements of the project.
The scope of assignment: The senior groundwater modeler, as the lead expert, will be responsible for peer review of Groundwater Flow and Solute Transport Modeling outputs and reports delivered by the main consultant, substantiating conformances to quality standards, requirements, and specifications pursuant to the TOR.
For the better execution of the review (evaluation) of the performance of the main consultant, the individual consultant has to critically review the implementation of tasks and evaluate the deliverables pertinent to the main consulting firm, as specified in the TOR and the contract agreement. A good starting point is to understand the assigned tasks and the expected outputs (deliverables) from the main consulting firm.
The individual consultant will be required to complete/provide services for a total of two months on an intermittent basis, spread over ten months, until the study project by the main consulting firm is completed. The individual consultant shall be available to provide professional advice and recommendations after reviewing and evaluating the implementation process of tasks and expected deliverables/outputs as per the schedule agreed upon at the discretion/request/service of the client and also when required for reporting.
The consultant should meet the following qualifications and experience requirements.
General Education:
- M.Sc. Degree (at minimum) in Hydrogeology, Groundwater Resource Management, or related fields and must have a current accredited professional license.
Skills:
- Proven and practical skills in the application of numerical groundwater flow and solute transport modeling in real-world projects; at least 2 testimonials from steward/client witnessing,
- Demonstrated skills and know-how in the application of proven Groundwater Flow and Solute Transport Codes/modeling software (such as the latest version of MODFLOW);
- Proven skills in usage of aquifer characteristics well parameters tests applying aquifer test software for pumping tests;
- Demonstrated practical skills in groundwater potential investigations, geological, hydrogeological, and geophysical investigation methods;
- Excellent communication, writing, and presentation skills and computer literacy in basic and advanced computer software applications,
- Applicable skills in GIS and remote sensing, including satellite imagery analyses integrated with GIS for further analysis and application;
- Excellent in English language writing and reading and fluent in speaking.
Experience:
- General Experience: at least 15 years in groundwater resource management as a practitioner with practical experience in geological and hydrogeological investigation, groundwater potential investigation, well design, supervision, and contract administration of drilling projects, familiar with the usage of various geoscience application software;
- Specific Experience: at least five (5) years in groundwater flow and solute/contaminant transport modeling and at a minimum has participated in three (3) projects similar to the assignment in nature, scale, and complexity.
- The AAWSA, Addis Ababa Water & Sanitation Infrastructure Development Division, now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The shortlisting criteria are Relevant educational/academic qualifications in hydrogeology, water resources management, and groundwater flow and solute transport modeling; (ii) Specific/similar experience relevant to the assignment, demonstrated and proven experience in groundwater flow and solute transport/contaminant modeling, has participated at least in three (3) projects similar to the field of the assignment and proven experiences in hydrogeological investigation for groundwater potential studies, and supervision and evidence of successfully completed assignments working for five (5) years as a groundwater modeling specialist. (iii) General work experience of at least 15 years; (iv) Technical skills: proficiency in using advanced groundwater flow and solute transport modeling and hydrogeological & related software and tools, data analyses, and interpretation of results and (v) Good communication skills and local knowledge of situations and dynamics in developing countries and proficiency in the English language.
The attention of interested Consultants is drawn to Section V, paras. 5.1 to 5.6 of the World Bank Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 and revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the individual consultant selection method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 8:30 am to 12 noon in the morning and from 2:00 to 5:00 pm local time in the afternoon.
