Purpose of the Job
The Emergency Response WASH Officer is responsible for assessment, design and implementation of the water, sanitation and hygiene component of FH’s emergency and humanitarian response. S/he will co-ordinate with other FH team members and staff, especially logistics, health and livelihoods sectors, to ensure a rapid, proportionate and effective response. S/he will immediate response to WASH issues with simultaneous consideration of longer-term needs and possible scenarios. Depending on the situation, s/he will have to take an active role in technical co-ordination, support and advocacy with national and local WASH clusters and other technical agencies relevant to the sector. This is to be achieved through strengthening integration of water supply, sanitation and hygiene; better prioritization of available resources; strengthening links with other sectors; preparedness and capacity building; better definition of the roles and responsibilities of actors; and the generation, exchange and use of information. ERT members are full-time staff who have other roles within FH’s regular program that are trained and equipped to respond to emergencies. FH can also engage experienced or trained contractors and partners as part of the ERT
Principal Responsibilities
Key Result Area # 1. Assessment
- Conduct initial rapid assessment of current situation in collaboration with local leaders and affected population; determine priorities and immediate activities and resources i.e. more detailed assessment versus need to address immediate WASH problems.
- Represent FH to stakeholders, Governmental, and non-Governmental agencies for the purposes of the WASH aspect of the assessment.
Key Result Area # 2. Programme Design and Implementation
- Ensure strong project management of all project interventions so that projects are designed and implemented on time, within scope, budget and achieve high quality outputs.
- Follow up project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
- Select and support in design the most appropriate form of sanitation system taking full account of local conditions, resources, customs and cultural norms.
- Select and design, in collaboration with other actors a suitable hygiene promotion strategy.
- Ensure that cross cutting issues are factored into the program design.
- Ensure Sphere standards both qualitative and quantitative are considered and any departures documented.
- Support food/seed vouchers and NFIs distributions
Key Result Area # 3. Reporting and Accountability
- Compile and submit timely activity reports, monthly progress reports, quarterly and project completion reports.
- Provide regular updates on project progress, priorities and constraints.
- Represent FH in WASH Cluster activities.
- Any other relevant duties as assigned by supervisor.
