Objective and Purpose of the Assignment

To support government, the project management unit (PMU) and project implementation assistance
consultants (PIAC) in effectively implementing, updating, monitoring, and reporting on the project’s
Gender Assessment and Action Plan (GAAP), ensuring gender mainstreaming and inclusivity in project
activities.

Scope of Work

The gender expert will provide support to the PMU and PIAC for the implementation, updating, monitoring
and reporting of the project’s GAAP.

Detailed Tasks and/or Expected Output

(i) support the PIAC gender consultant in conducting the stakeholder consultations in the selected
project areas on the challenges and opportunities (pertinent to the project’s scope) with men/boys,
women/girls particularly vulnerable groups including low-income groups, elderly, and people with
disabilities to ensure that these have been reflected in the project’s gender design;
(ii) support the implementation of the GAAP for the project with a focus on (i) women/girls increased
access to water and sanitation services, (ii) promoting women’s recruitment and livelihood skills in the
water and sanitation sector, and (iii) ensuring women’s participation in WASH awareness raising
programs;
(iii) support public awareness community outreach services (PACOS) in the implementation of the PACOC
including (i) mobilization of women community groups, (ii) preparation of gender-sensitive communication
materials, and (iii) ensuring women/girls’ participation in water sanitation and hygiene (WASH) as
leaders and active change agents;
(iv) conduct site visits and closely work with PIAC and contractors to ensure compliance of GAAP-related
indicators and targets;
(v) work with staff of PIAC and the project readiness financing (PRF) WASH and gender consultants to
maintain sex-disaggregated data base. Ensure that GAAP indicators and targets are part of the Project
Performance Monitoring System (PPMS);
(vi) contribute to the (i) GAAP progress report prepared by PIAC on behalf of government and ensure that
it is part of the project’s overall periodic progress report;
(vii) participate in project’s review missions and gender specific training programs organized by ADB;
(viii) help to strengthen coordination and collaboration with key stakeholders for effective
implementation of the GAAP; including executing and implementing agencies, relevant Ministries including
Gender Affairs Department, civil society including women’s groups, and development partners
(ix) contribute to the creation of knowledge products on gender and development by providing
information, stories and photos that will help raise the profile and build awareness of the project.
Work closely with the Communications Expert to update the project website with GAAP-related content.any
other tasks relevant to the project assigned by government, PMU Project Manager and ADB.
(x) ensure project records and documentation are complete and filed to enable easy retrieval for
purposes of responding to ad hoc request for information or for preparing the project completion report;

Minimum Qualification Requirements

The gender expert will possess a degree in social sciences, development studies, gender or a related
discipline. The expert will have at least 7 years’ experience in gender-related work, including in the
urban development and/or water sector; have experience working on a multilateral development project or
international financing institutions; experience in conducting gender analysis and mainstreaming;
capability to work effectively in a team willingness and ability to travel to the field; and have
excellent written and spoken English skills.
