Objective and Purpose of the Assignment
Ensure the effective execution and oversight of the Project by managing its implementation efficiently
and reporting directly to the Secretary of Finance and Economic Development. Maintain adherence to
established frameworks and ensure alignment with the project’s strategic goals.
Scope of Work
The project manager will work within the Project Management Unit (PMU) and will oversee the
implementation of the project.
Detailed Tasks and/or Expected Output
(i) develop prioritized workplan to deliver the Funafuti Water Supply and Sanitation Project (G-
0962/0962/0964 TUV: Funafuti Water Supply and Sanitation Project (FWSSP) in accordance with the Grant
Agreement and Project Administration Manual;
(ii) lead and manage PMU and PMU personnel and act as focal communication point between ADB, Ministry of
Finance and Economic Development (executing agency (EA)) and the Ministry of Public Works,
Infrastructure Development and Water (implementing agency (IA));
(iii) oversee procurement for the duration of the project. Ensure full compliance with ADB and PMU
(where applicable) procurement policies and regulations;
(iv) manage, supervise and oversee all goods, works, consulting firm, NGO, and individual consultants
engaged to deliver the outputs within program and to the agreed standards;
(v) attend and report to the National Infrastructure Steering Committee (NISC) as required by the
Secretary of Finance;
(vi) lead PMU coordination with the NISC and relevant national agencies to facilitate implementation of
the project and delivery of outputs and address project implementation issues pro-actively and in a
timely manner;
(vii) coordinate the disbursement of project funds;
(viii) coordinate with the project accountant to ensure timely submission of audit reports to ADB in
accordance with the specified deadline; ensure appropriate safeguards and governance controls are in
place, managed and reported as required;
(ix) In consultation with ADB, update the project administration manual regularly
(x) ensure that the quarterly and annual progress reports prepared by PIAC on behalf of government
include all required information on project activities;
(xi) ensure all project related documentation and communication during implementation are stored and
managed confidentially and effectively.
(xii) maintain strong relationships with key project stakeholders; and
(xiii) facilitate regular progress calls with the EA, IA, and ADB;
(xiv) organize and participate in project’s review missions; and
(xv) participate in relevant training programs organized by ADB.
(xvi) support the EA/IA draft the Project Completion Report (PCR).
Minimum Qualification Requirements
The project manager will have a degree in business management, engineering, and at least 10 years’
experience in project management and/or oversight, preferably in the water and sanitation sector. The
project manager will report to the Secretary of Finance and work closely with the Secretary of Public
Works, Infrastructure Development and Water.
Minimum General Experience: 15 Years
Minimum Specific Experience (relevant to assignment): 10 Years
