Overview of position
Under overall supervision of Head of Programmes and the direct supervision of Programme Coordinator, the incumbent will support the implementation and monitoring of IOM Water Sanitation & Hygiene (WASH) projects activities within emergency settings in Afghanistan as per the responsibilities listed below.
Role objectives
Core Functions / Responsibilities:
- With regular field visit, support and monitor the implementation of WASH activities for IOM Afghanistan.
- Participate in the planning and conduct of general technical assessments of WASH needs among internally displaced and disaster affected communities. Support coordination with government With regular field visit, support and monitor the implementation of WASH activities for IOM Afghanistan.
- Participate in the planning and conduct of general technical assessments of WASH needs among internally displaced and disaster affected communities. Support coordination with government counterparts and humanitarian agencies to facilitate effective data collection, contribute to preliminary data analysis, and assist in preparing report to inform programme response.
- Monitor that all WASH activities are properly implemented within the activity/project timeframe
- Contribute to the preparation of technical drawings, BoQs and IEC materials when required, by assisting with draft reviews, compiling material lists, and coordinating with technical team, following established procedures and under the guidance of supervisor.
- Facilitate partnership and collaboration with internal and external counterparts, stakeholders and beneficiaries
- Liaise with WASH Cluster, national and regional government authorities, and partner agencies to support the implementation of IOM activities.
- In co-ordination with the WASH Officer, coordinate with respective Warehouse Assistants responsible for stock records of materials in office stores to monitor proper utilization of materials.
- Provide regular update to the WASH Officer and Shelter WASH Programme Coordinator on the progress and issues related to the WASH project.
- Participate in WASH Cluster and other relevant coordination forums.
- Draft briefings, situation reports and facilitate timely delivery of weekly and monthly reports.
- Perform other duties as requested by the manager.
Required Qualifications and Experience
Education
- Bachelor’s degree in in civil or hydraulic engineering, urban planning, or similar fields from an accredited academic institution with four years of professional experience.
Or
- High School diploma with Six (6) years of relevant professional experience.
Experience
- Progressively responsible experience supporting programme activities related to humanitarian assistance with technical WASH components
- Experience supporting WASH programming and implementation in Afghanistan
- Experience in the field of emergency response and humanitarian assistance especially in conflict or post-conflict area.
- Experience working within technical expertise area in a humanitarian/ recovery context.
- Experience in an international organization or NGO.
- Familiarity with UN, IOM, International Organizations and NGO mandates and programmes in the area of migrant’s rights in humanitarian assistance, post conflict migration and development.
- Experience in the usage of office software packages (MS Word, Excel, etc.), kobo /other assessment tools and knowledge of spreadsheet and data analysis is an added advantage.
Skills:
- Demonstrated ability to carry out day-to-day needs assessment, and coordinate with existing clusters and partners.
- Good working knowledge of the complete Microsoft Office suite and relevant information management and assessment tools (e.g. Kobo Toolbox).
- Experience in managing mass WASH emergencies as well as implementing durable WASH solutions.
- Good understanding of humanitarian structures in the region, including referrals and cluster-level coordination.
Languages
- For this position, fluency in English is required (oral and written).
- Working knowledge of Pashto or Dari is required.
- Fluency in all national language(s) are highly advantages.
