1. Background

Jal Seva Charitable Foundation (JSCF) is registered in India as a not-for-profit company under Chapter 8 of the Companies Act, 2013. JSCF is an associate member of the WaterAid federation and uses the brand name ‘WaterAid’ in India. WaterAid India seeks to improve the quality of life of 5,000,000 households – with a special emphasis on the vulnerable by 2029 through the provision of climate-resilient and sustainable WASH services via demonstration, institution strengthening, and the effective utilization of public resources. We work in rural and urban areas and seek to deepen our presence in states we operate in and to work in small towns. Thanks to our amazing supporters, we have reached millions of people with these three essentials – clean water, decent toilets, and good hygiene enabling communities to unlock their potential to break free from the cycle of poverty and to change lives for good. We will not stop. Not until clean water, decent toilets and good hygiene are a normal part of everyday life for everyone, everywhere. WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Lucknow, Patna and Raipur. We currently have a presence in ten states in the country.

As part of our efforts to strengthen urban WASH governance and improve service delivery at the Urban Local Body (ULB) level, we are developing an Information, Education, and Communication (IEC) module that illustrates ULB WASH Module for Effective Service Delivery.

This IEC material will use infographics, flow charts and succinct narratives to simplify complex concepts for urban planners, city managers and frontline functionaries, enabling more effective planning and citizen-centric WASH service delivery.

We invite sealed quotations from eligible agencies to conceptualize, design, and print 500 high-impact IEC modules.

2. Scope of Work

The selected agency will be responsible for:

A. Conceptualization & Content Development

Conduct background research on SDG-06, ULB roles, and WASH service delivery mechanisms.
Translate technical WASH and SDG alignment concepts into user-friendly formats.
Develop concise narratives, infographics, flowcharts and visuals for greater comprehension.
Final content will be in Hindi.

B. Designing & Layout

Design a vibrant, accessible and visually attractive layout based on WaterAid branding.
Integrate infographics, flow charts and iconography for enhanced visual storytelling.
Final versions to be delivered in print-ready and digital PDF formats.

4. Eligibility Criteria

Interested agencies must meet the following minimum eligibility requirements:

Minimum 3 years of experience in content development, design, and high-quality printing in the development or public sector.
Proven track record in developing technical manuals, toolkits, IEC materials, or policy briefs for NGOs, Government, or multilateral organizations.
Should possess a creative team comprising content writers, editors, graphic designers, and print production experts.
GST registration, PAN, and recent (FY 2024–25) IT return filing proof.
The agency should not be blacklisted by any donor, government, or international agency (self-declaration to be submitted).
