1. Background:
Jal Seva Charitable Foundation (JSCF) is registered in India as a not-for-profit company under Chapter 8 of the Companies Act, 2013. JSCF is an associate member of the WaterAid federation and uses the brand name ‘WaterAid’ in India. WaterAid India seeks to improve the quality of life of 5,000,000 households – with a special emphasis on the vulnerable by 2029 through the provision of climate-resilient and sustainable WASH services via demonstration, institution strengthening, and the effective utilization of public resources. We work in rural and urban areas and seek to deepen our presence in states we operate in and to work in small towns. Thanks to our amazing supporters, we have reached millions of people with these three essentials – clean water, decent toilets, and good hygiene enabling communities to unlock their potential to break free from the cycle of poverty and to change lives for good. We will not stop. Not until clean water, decent toilets and good hygiene are a normal part of everyday life for everyone, everywhere. WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Lucknow, Patna and Raipur. We currently have a presence in ten states in the country.
As part of this effort, we have developed two knowledge-sharing resources:
- Grey Water Management (GWM)
- Faecal Sludge Management (FSM)
We are inviting experienced and qualified printing agencies to submit quotations for the high-quality printing and delivery of these two finalized booklets.
2. Scope of Work

3. Deliverables & Timeline
- Sample submission: One physical copy/sample of each booklet must be submitted and approved before final printing.
- Final delivery: All printed copies must be delivered to the designated location within 15 working days of final proof approval.
- Packaging: Booklets should be shrink-wrapped in sets and securely packed in cartons for damage-free transit.
4. Qualification Criteria
(Interested vendors must fulfill the following criteria)
- Minimum Experience: At least 3 years of professional experience in similar print work. Attach copies of three relevant work orders or client testimonials.
- Statutory Registrations: Valid GST registration and PAN. Provide copies.
- Financial Compliance: Submit the latest income tax return acknowledgment.
5. Submission Guidelines
- Quotations must be submitted in the prescribed format attached as Annexure-I.
- The quotation document must be signed and stamped on all pages.
- All prices must be quoted in INR, inclusive of all applicable taxes, freight, packaging, and delivery costs.
- Quoted prices must remain valid for one year from the date of work order issuance.
- Deadline for Submission: On or before 20 June 2025, 5:00 PM

7. Terms & Conditions
- The bidder must provide sample proofs before mass printing.
- Rates should be inclusive of all taxes and fixed for the duration of the contract.
- Payment will be made upon:
- Submission of invoice
- Proof of delivery
- Acceptance of final printed material by WaterAid India
8. Bid Evaluation Criteria
All bids will be evaluated based on:
- Adherence to specifications
- Cost competitiveness
- Printing experience and past performance
- Delivery timeline
- Compliance with statutory documentation
Incomplete or ineligible bids will be rejected.
9. Discretionary Rights
Jal Seva Charitable Foundation (WaterAid India) reserves the right to:
- Accept or reject any or all quotations
- Cancel the RFQ process without assigning any reason
