The WASH Engineer is responsible for overseeing the implementation of AVSI’s WASH projects in South Lebanon, particularly focusing on the rehabilitation and repair of water points, water stations, infrastructure, and solarized water filtration systems. The role also supports technical assessments, designs, monitoring, and quality assurance of construction and rehabilitation works. The WASH Engineer ensures that all technical interventions meet AVSI and donor standards while actively participating in WASH sector coordination and ensuring proper representation of AVSI’s work in relevant working groups.
Main tasks and responsibilities
• Monitor and report on the progress of WASH activities to ensure compliance with project workplans, technical standards, and AVSI’s quality benchmarks.
• Assist in the preparation, implementation, and day-to-day follow-up of WASH interventions, including construction and rehabilitation of water points, water networks, and water filtration systems.
• Conduct and support technical field assessments, data collection, surveys, and other relevant studies in alignment with project objectives and selection criteria.
• Identify technical needs in target areas and propose appropriate engineering solutions, particularly related to infrastructure upgrades and water system repairs.
• Prepare accurate and detailed technical documentation including drawings, site measurements, and Bills of Quantities (BoQs) based on field assessments and project designs.
• Supervise, inspect, and ensure the quality of construction and rehabilitation works, verifying compliance with BoQs, scope of work, design specifications, and safety standards.
• Ensure that materials used and work conducted on-site meet the required quality, safety, and relevance to beneficiaries’ needs through regular site inspections and quality checks.
• Follow up on project timelines, resource utilization, and workplans to ensure timely and effective implementation of activities.
• Support in conducting water quality testing and contribute to the development and delivery of related awareness campaigns.
• Ensure regular and structured documentation and reporting, including progress updates, challenges faced, and lessons learned, in coordination with the project manager.
• Participate actively in WASH coordination platforms and working group meetings, ensuring effective representation and visibility of AVSI’s work.
• Ensure continuous coordination and communication with implementing partners and stakeholders, including regular attendance at WASH sector working group meetings.
• Maintain close coordination with contractors, suppliers, community stakeholders, and internal teams to ensure smooth and efficient implementation of activities.
• Contribute to the development of detailed implementation and procurement plans for WASH activities.
• Coordinate with suppliers, contractors, and field teams to ensure timely availability and use of materials and services.
• Monitor the use of resources on-site to prevent wastage and ensure accountability.
• Maintain organized records of all engineering documentation and ensure proper archiving.
• Support the project team in adapting implementation based on field realities and emerging needs.
Essential Requirements
• Minimum 3 years of professional experience in WASH projects, preferably in a humanitarian or recovery context.
• Demonstrated experience in site monitoring, infrastructure repairs, and technical assessment.
• Experience in water system rehabilitation, including solar water systems and filtration, is an asset.
• Experience in community engagement and awareness-raising on WASH topics is desirable.
Required skills and experiences
• Bachelor’s degree in Civil, Mechanical, or Architectural Engineering.
• Fluency in English (spoken and written); Arabic is a strong asset.
• Proficiency in Microsoft Office (Excel, Word, PowerPoint).
• Proven experience or certification in AutoCAD or other computer-aided design software.
• Strong interpersonal skills and ability to work in a multi-disciplinary team.
• Ability to work under pressure and manage multiple tasks simultaneously.

• Availability to travel regularly within South Lebanon.
