Terms of Reference for Analysis report preparation on Liquid Waste Assessment Survey done in 4 districts of Bihar

Introduction:

Jal Seva Charitable Foundation (JSCF) is registered in India as a not-for-profit company under Chapter 8 of the Companies Act, 2013. JSCF is an associate member of the WaterAid Federation and uses the brand name ‘WaterAid’ in India. WaterAid India seeks to improve the quality of life of 5,000,000 households, with a special emphasis on the vulnerable, by 2029 through the provision of climate-resilient and sustainable WASH services via demonstration, institution strengthening, and the effective utilization of public resources. WaterAid India works in rural and urban areas and seeks to deepen our presence in the States we operate in and to work in small towns. WaterAid India’s country office is based in New Delhi with State Offices in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Lucknow, Patna, and Raipur. We currently have a presence in ten states in the country.

In Bihar, WaterAid India is working in 50 Gram Panchayats of 4 districts, namely Bhagalpur, Buxar, Gaya, and Madhubani, ensuring climate-resilient, safe and sustainably managed assured drinking water access in rural households, safely managed sanitation services in rural habitations and integrated water, sanitation and hygiene services in selected urban settlements. WaterAid India is working with Government Institutions and Local Bodies such as the Bihar State Water and Sanitation Mission (Public Health and Engineering Department), Lohiya Swachh Bihar Abhiyan (Rural Development Department) and Urban Local Bodies (Urban Development and Housing Department) in a collaborative approach, ensuring programmatic, technical, capacity building and knowledge building support in the rollout of Water, Sanitation, Hygiene and Climate Resilient Priorities.

WaterAid India is a key partner in the implementation of the Jal Jeevan Mission (JJM) and Swachh Bharat Mission (Gramin) as a Rural WASH Partner Forum (RWPF) member, ensuring technical and knowledge support at the National and State levels.

Intervention Context:

Around 65-80% of the freshwater received by households goes out as greywater. According to NITI Aayog, in India, only 28% of wastewater generated is treated, and the rest is left untreated, often disposed of in rivers, lakes, and groundwater water leaving it contaminated. With the advent of SBM-II, the priorities of the Government have been visual cleanliness and management of Liquid waste. WAI-Bihar has also been working in the 4-intervention district in grey water management through awareness drives, building infrastructure to manage wastewater in selected locations.

There have been efforts and consultations with Government Departments in preparation for a model Grey water management Gram Panchayat in collaboration, which can be further replicated in other locations with the Government’s leverage. In this regard, the WAI State team has developed a GWM training manual and questionnaire for assessment and planning of Grey water management in a village. This exercise was conducted in selected locations of the Madhubani district. Taking the next steps, the WAI team has undertaken a survey exercise in 8 GPs of 4 districts to identify, plan, and replicate findings of gaps.

Specific objective of documentation:

  • To produce an evidence document for narrating processes and steps undertaken, establish the present status, gap, and action plan of Liquid Waste management.
  • To understand GP GP-wise present status of Water and Sanitation at the household, institution, and community level.

Scope of Work:

  • Study household, Community, and institution, survey document of 4 districts.
  • Personal and Group Interview with Project Team, Community, GP Members, Frontline Workers, and Government Functionaries to identify present status and gaps
  • Identification of best practices.
  • Identification of key parameters created success, and challenges stopped the widespread achievements.

Approach and Methodology

The study will adopt a comprehensive approach of analysis of the survey, along with the use of primary and secondary data related to the study.

Governance and Accountability

The consultant needs to elaborate on the quality control and troubleshooting mechanisms, if any, to be followed during the documentation process. This will include a quality control mechanism for data management, coordination & reporting.

Major Outputs from the Documentation

a. A 10-page document on the report comprising the present status, gap, and proposed intervention of each provided GP’s/district.

b. PowerPoint Presentation as the synthesis of the report.

Guiding Principles and Values

As the selected Consultant will be working on behalf of WaterAid, s/he will be required to adhere to the Child Safeguarding Policy and ethical guidelines. The Consultant must receive prior permission to take and use visual still/moving images for specific purposes. The Consultant will ensure the anonymity and confidentiality of participants’ data and will ensure the visual data is protected and used for agreed purposes only. As the Consultant needs to interact with children, s/he needs to sign and abide by WaterAid’s Child Safeguarding Policy. Key principles such as ‘informed consent’, ‘openness and honesty’, ‘the right to withdraw’, ‘protection from harm’, ‘debriefing’, and ‘confidentiality’. Needs to be set and duly observed in the implementation of the study.

Data protection protocols must be developed for the storage and analysis of household data. All transcripts must be anonymized.

Consultant profile (Eligibility criteria):  

Applicants should be individuals. Applicants must have at a minimum the following qualifications:

  • Experience in conducting documentation similar nature of work for national/ international non-governmental organizations and/or multilateral agencies for a minimum of 5 years.
  • Experience in conducting documentation studies, preferably in the thematic areas of WASH, Liquid waste management, Community Engagement, and Government Schemes mobilisation projects.
  • Hands-on experience of the Government department’s interventions and processes related to Drinking Water and Sanitation.
  • Ability to write good quality reports in English/or Hindi.
  • No conflict of interest with WaterAid
  • The applicant must not have taken part in the implementation of the project (nor partially nor completely in the completion of activities or delivery of outputs.

Support to be provided by the Water Aid team:

JSCF Staff in the State Support Office will extend the required support during the documentation in terms of information, data, and facilitating consultations as required. An appropriate project staff will be assigned to support the documentation.

Terms of payment

100% payment on submission of the final document. The document will be reviewed by the State and National team and may require reworking and incorporation of suggestions. (maximum 3 reviews). Final payment will only be released on incorporation of all suggestions.

  • The EOI will be open for 8 days from the date of publication, and the potential applicants(s) will have to apply for consideration of their proposal. WAI has the sole prerogative to extend the date of the 18 June 2025.
