EOI Invited for Engaging a Consultant for Pre-Documentation Work

Title of Assignment: Pre-Documentation of Safe Drinking Water Status, Water Quality and Associated Health Impacts in Sultanganj and Akbar Nagar ULBs.

Location: Sultanganj and Akbar Nagar, Bhagalpur Bihar

Duration: 4 Weeks (from the date of agreement)

Rationale

WaterAid India is committed to ensuring equitable and sustainable access to safe drinking water, sanitation and hygiene for all. In the context of increasing concerns around water quality contamination and its associated health risks, there is a pressing need to understand the current situation in small urban towns like Sultanganj and Akbar Nagar.

This assignment aims to generate a pre-documentation status report that provides an evidence-based understanding of existing drinking water sources, water quality, accessibility, and related health challenges faced by urban communities in both ULBs. The report will serve as a critical input for designing future water safety and health interventions under WaterAid’s urban WASH programming.

Purpose of the Assignment:

To develop a comprehensive and evidence-based status document that captures the existing condition of safe drinking water infrastructure, assesses water quality and analyses the health impacts of contaminated water sources in Sultanganj and Akbar Nagar ULBs.

Objectives:

  • Mapping and assessment of all available drinking water sources (both public and household-level) in both Sultanganj and Akbar Nagar ULBs.
  • Water quality testing and analysis across a representative sample of sources for key chemical and biological parameters along with this identify contamination hotspots.
  • To examine community-level water usage practices and perceptions related to drinking water. 
  • Identification of waterborne health issues prevalent in the community and their correlation with water quality findings.
  • To provide actionable recommendations for strengthening water safety planning, source protection and community awareness.

Scope of Work:

The consultant/agency will be responsible for

A. Mapping of Water Sources

  • Conduct ward-wise identification and documentation of drinking water sources (e.g. piped water supply, handpumps, borewells, household storage and other).
  • Categorize the sources based on ownership, functionality, reliability and usage pattern.

B. Water Quality Testing

  • Collect water samples from at least 20 representative sources (10 in each ULB).
  • Testing for key parameters: pH, turbidity, conductivity, TDS, hardness, alkalinity, chloride, nitrate, arsenic, fluoride, iron, sulphate, TDS, ammonia, Phoshphet and E. coli / Coliform bacteria.
  • Identify contamination hotspots and non-compliant sources.
  • Highlight sources failing to meet BIS drinking water standards.

C. Community-Level Assessment

  • Conduct FGDs in select wards to assess:
  1. Community perception of water quality
  2. Water collection, storage and treatment practices
  3. Awareness on safe drinking water and hygiene behaviors

D. Health Risk Assessment

  • Liaise with government health facilities, health workers (ANMs/ASHA), and community members to document reported cases of waterborne illnesses (e.g.,diarrhea, skin diseases etc).
  • Establish potential links between water quality and reported illnesses.

E. Documentation & Recommendations

  • Develop a comprehensive pre-documentation report with visuals, case narratives and data analysis.
  • Provide practical, context-specific recommendations to improve water safety and reduce health risks.

Termination of Contract

WaterAid India can terminate this contract with a notice of 1week (07 days), during which time will be required to submit all information gather report etc. before the final payment made to you.

Eligibility Criteria for Shortlisting

  1. Minimum two successfully completed assignments of similar nature in the last 5 years OR demonstrated WASH sector expertise.
  2. Submission of documentary evidence (completion certificates with client name, contact details, assignment value, start and end dates) is mandatory.
  3. Familiarity with relevant State and Central Government schemes addressing WASH priorities.
