EOI Format

1. Background of the Project:

The Rural Development Department, Govt of Jharkhand (RDD, GoJ) and Bharat Rural Livelihoods Foundation (BRLF), have signed an MoU to implement the High Impact Mega Watershed Project, named JIWI DAAH HASA (JDH) in 24 backward blocks of 7 aspirational districts in Jharkhand State. The first phase has been completed from 28th Aug 2020 to 27th Aug 2024 (with an extension up to 31st Mar 2025). In continuation of this partnership project, the project (JDH 2.0) has been extended from 1st Jun 2025 to 31st Mar 2029. The project’s overall goal is to increase the income of 50,000 tribal, small and marginal farming households by creating NRM-based assets resulting in the adoption of various income-enhancing livelihood prototypes. The implementation strategy of this proposed project envisages that the CSOs with a proven track record, having a long presence in project regions, experience in watershed management with quality human resources and sound internal systems of governance and management will be selected to implement this project. In this context, eligible CSOs will be selected for implementing JDH 2.0 in ground for 3 pair of Blocks namely Hiranpur & Amrapara of Pakur district, Taljhari & Borio of Sahibganj district and Tantnagar & Majhgaon of the West Singhbhum District. It has been proposed one CSO can apply for 1 pair of blocks only. In the rest blocks the CSOs are already allocated (old). Only new CSOs are encouraged to apply.

2. Role of Civil Society Organizations

CSOs will play a significant role in this project by facilitating participatory planning, community mobilization and building capacities of the PRIs and frontline functionaries of MGNREGS and other flagship schemes for effective project implementation. The CSOs will support Gram Panchayats in developing village-wise and area-wise watershed development plans. For this, the PRI and community collectives would be made aware of the watershed principles, the groundwater aquifer systems, natural resource endowments and the process of DPR preparation and the rights of Gram Sabha to ratify the DPR and subsequent cycles of implementation and monitoring.

Below is the significant role to be performed by the selected CSOs:

  • CSOs will act as catalysts in –
  1. Creating an environment of holistic development of the village by approaching each household in the village
  2. Motivating the villagers to put in labor in MGNREGS to ensure their own economic development and, consequently prosperity along with the Livelihood development.
  3. Building trust-based relationships amongst all stakeholders in the economic development of village and villagers
  4. Enabling backwards and forward linkages to ensure optimum and sustainable use of assets created by MGNREGS and other schemes
  • Engage with PRIs and build their capacity in ridge-to-valley and INRM principles-based watershed planning and its implementation for Livelihood development.
  • Conduct village meetings to acquaint and mobilise communities on MGNREGS processes and other allied departments.
  • Provide support to PRIs and community members in preparing appropriate Detailed Project Reports (DPRs) panchayat wise and submit them to the competent authority for approvals
  • Track schemes planned under the DPRs and ensure these schemes are included in the Annual Action Plan (AAP) of MGNREGS and provide onsite technical support for effective implementation
  • Lead block-level interactions with key departments
  • Timely communication and meeting reporting requirements
  • Participate in all meetings organized by PMU-JH and Sec., RDD, GoJ or respective DPC, MGNREGA at district level and PO, MGNREGA at block level

3. CSO Selection Process

Civil Society Organizations with strong track records, extensive experience in watershed management, a long-standing presence in the project region, high-quality human resources, and effective governance and management systems are invited to submit an Expression of Interest. All the submitted EOI will go through a systematic and transparent evaluation process. The selection of CSOs will follow BRLF’s established due diligence process.

3.1 Call for EOI  

To avoid any arbitrariness and to ensure a high standard of transparency for the selection of the best CSO BRLF will invite EOI from the eligible organizations. For better reach and to get maximum applications from the eligible and willing CSOs, the EOI will be published in digital platforms like LinkedIn, devnetjobsindia.org, etc. besides this, it will be uploaded to the BRLF website. The EOI would be submitted online through a link ( https://uatmis.brlf.in/ ) created in the BRLF MIS portal. It is mandatory to submit the proposal online only; no other means will not be entertained. Last date for submission of proposal would be 19th June 2025 by 18:00 PM.

The applicant organization should fulfil the following criteria to apply:

  • The applicant organization should have an established track record and demonstrated experience (at least 5 years) and capacity of high-quality work on sustainable rural livelihoods, people’s mobilization and building people’s institutions with a focus on tribal, especially women in the ten focus states mentioned above.
  • The applying organization should have adequate experience in the implementation of watershed related projects in the past.
  • Organization that can prepare high-quality DPR for appropriate water conservation structures in 50-60 micro watersheds per block within a limited timeframe.
  • Organization that can demonstrate adequate capacities to support quality execution and monitoring of works in these 50-60 micro watersheds.
  • Organization that can deliver the scale of water conservation along with Livelihood interventions/structures as per DPRs and annual plans within 4 years of project timeline.
  • The applying organization should be registered under section 12A of the Income Tax Act 1961 and should have FCRA registration also.
  • Organizations should not have been blacklisted by any government department or donor agency in past.
  • Applicants should have an annual turnover of at least Rs. 25.0 lakhs in any financial year in the past three financial years along with properly documented financial and organizational systems in place for discharging their responsibilities under the project.
  • Organizations seeking BRLF support must also demonstrate their capability and willingness to work closely with Gram Panchayats (GPs).
