Expression of Interest for a Technical Consultant to draft ‘Technical Solution Note’ for WASH intervention

Jal Seva Charitable Foundation (WaterAid India) invites Expression of Interest (EOI) from interested individual applicants for the submission of drafting a ‘Technical Solution Note’ along with a Budgetary Quote for the emerging WASH intervention in the identified locations of Danapur block in Patna district (Bihar). All interested and eligible individuals are requested to submit their proposal with experience and expertise in the field of Water and Sanitation, along with a financial quote to complete the assignment within a provided period.

Jal Seva Charitable Foundation (JSCF) is registered in India as a not-for-profit company under Chapter 8 of the Companies Act, 2013. JSCF, is an associate member of the WaterAid federation and uses the brand name ‘WaterAid’ in India.

WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Lucknow, Patna and Raipur. WAI’s Programme focus in the next five years is on ensuring access to safe and assured drinking water in the households, as well as safely managed sanitation at both the household and habitation level. Further, we seek to ensure that anganwadis, schools and health care facilities have adequate and appropriate water, sanitation and hygiene infrastructure. Finally, we seek to create integrated water and sanitation solutions in small towns. In all of these efforts, ensuring climate resilience of infrastructure and systems is critical. We seek to do this through demonstration and the provision of technical and knowledge support to governments at all levels who can facilitate adoption on scale. Brief Description of the Project:

WAI is planning to work in the three wards of Khagaul Nagar Parishad, eight wards from Jammaluddin Chak and Sarari Gram Panchayat, and three wards of Lakhanibigha, and a situational assessment has been conducted by a professional team to understand the intervention needs of this urban and rural geography.

Our proposed intervention aims to develop a climate-resilient ecosystem for Water, Sanitation, and Hygiene priorities of the community. During the situational assessment, it is found that while there is relatively good infrastructure coverage for piped water and toilets, significant service delivery gaps, behavioural challenges, and low awareness hinder effective and sustainable WASH and environmental outcomes. The findings underscore the need for robust community engagement, behaviour change communication, service reliability improvements, and greater inclusion in planning and governance to drive long-term impact.

Scope of work:

The Technical Consultant is required to do the following tasks in a time-bound manner

  • Read and understand the report of situation assessment report [1 day]
  • Visit the field to realise the solutions required to meet the gap and problem statement arrived [2 days]
  • Draft the Technical Solution Note with design and drawings (not less than 10-12 pages) [4 days]
  • Feedback incorporation and submission of the final draft. [1 day]

Support to be provided by the Water Aid team:

JSCF Staff in the State Support Office will extend the required support during the documentation in terms of information/approvals required; an appropriate project staff will be assigned to support the documentation. WaterAid will support 2 days of field travel to locations.

The presentation of the proposal, draft study report, and final report will be organized virtually.

Guiding Principles and Values

Selected applicant will be working on behalf of WaterAid, s/he will be required to adhere to the Child Safeguarding Policy and ethical guidelines. The applicant engaged in the review will receive orientation on and sign WaterAid’s Child Safeguarding Policy. Background checks will be undertaken as per the norm.

The Applicant will make clear to all participating stakeholders, especially children of all ages, that they are under no obligation to participate in the process. All participants will be assured that there will be no negative consequences if they choose not to participate. The Applicant must obtain informed consent from all adult participants. For children, informed assent will be sought, as well as consent from their caregivers if a child is to be interviewed or to participate in a focus group discussion (if any).

The Applicant must receive prior permission to take and use visual still/moving images for specific purposes. The Consultant will ensure the anonymity and confidentiality of participants’ data and will ensure the visual data is protected and used for agreed purposes only. As the Applicant needs to interact with children s/he needs to sign and abide by WaterAid’s Child Safeguarding Policy. Key principles such as: ‘informed consent’, ‘openness and honesty’, ‘the right to withdraw’, ‘protection from harm’, ‘debriefing’, and ‘confidentiality’. Needs to be set and duly observed in the implementation of the study.

Data protection protocols must be developed for the storage and analysis of household data. All transcripts must be anonymized.

Ownership of Materials

The Consultant may note that all outputs including the data, reports, sets of tools, manuals, any other allied materials, etc. produced as part of this study will fully remain the exclusive property of JSCF and under no circumstances these should be used by the consultant anywhere else unless written permission is obtained from JSCF. The raw data and filled-in interview schedules would become property of JSCF the data files should be submitted to JSCF.

Terms of payment

100% payment on submission of the final document. The document will be reviewed by the State and National team and may require reworking and incorporation of suggestions. (maximum 3 reviews). Final payment will only be released on incorporation of all suggestions.

  • The EOI will be open for 5 days from the date of publication, and the potential applicants(s) will have to apply for consideration of their proposal. WAI has the sole prerogative to extend the date of the  11 June 2025.

The criteria for shortlisting of successful applicants/bidders are:

  • The applicant must have proven experience of successful completion of at least 2 similar assignments in the last 5 years to the last date of submission of EOI or the applicant has experience in providing solutions in the field in the WASH sector.
  • Submission of evidence for the same is mandatory. The completion certificate shall bear the client’s name and address, the value of the work executed by the consultant, Start and end of the assignment
  • The applicant must know of the State and Central Government Programme and Scheme to meet the gaps of WASH priorities.
