Objective and Purpose of the Assignment
The Asian Development Bank (ADB), in collaboration with the Government of Sri Lanka (GoSL), is
supporting the Galle Non-Revenue Water (NRW) PPP Project. The project aims to reduce water losses,
improve water supply systems, and optimize service delivery for the city of Galle and its surrounding
areas. The assignment is in need of 3 engineers to support the preparatory studies for this Project.
Scope of Work
The Engineer will assist the Technical Expert in conducting a thorough assessment of Non-Revenue Water
(NRW) within the Galle WSS. The role involves field inspections, data collection, analysis, reporting,
and coordination with various departments in NWSDB to identify and address water losses.
Detailed Tasks and/or Expected Output
A. Field Data Collection and Inspection
• Assist in conducting site visits and physical inspections of water distribution systems, meters, and
infrastructure.
• Help identify sources of water loss.
• Collect and record accurate field data using standardized forms and equipment.
B. Technical Support and Analysis
• Assist in analyzing data related to flow rates, pressure zones, customer records, meter accuracy, and
other information pertinent to NRW.
• Assist in reviewing operational and maintenance records relevant to NRW.
• Help in mapping and documenting the water distribution network and problem areas.
• Assist in hydraulic modeling tasks, including data collection, analysis of fluid dynamics, and
supporting the development of simulations using industry-standard software.
C. Coordination and Communication
• Liaise with Operations, Maintenance, Metering, Billing, and other relevant departments in NWSDB to
gather necessary information and facilitate the assessment process.
• Participate in meetings and technical discussions led by the Technical Expert.
• Assist in communicating findings and recommendations to relevant stakeholders.
D. Reporting
• Assist in the preparation of technical reports, presentations, and documentation summarizing findings
and suggested corrective actions.
• Ensure the completeness, accuracy, and prompt submission of all data and reports.
• Perform other duties as may be assigned by the Technical Expert.
Minimum Qualification Requirements
• Bachelor’s degree in Civil Engineering, Water Resources Engineering, or related field with at least 3
years of significant work experience.
• Fundamental understanding of water distribution systems, including Non-Revenue Water (NRW) concepts,
with knowledge or experience in system operations and functionality.
• Skilled in utilizing tools such as ArcGIS, ArcMap, QGIS, WaterGEMS, EPANET, AutoCAD, and MS Office
Suite for efficient data collection, analysis, processing, and organization.
• Good communication and interpersonal skills.
• Ability to work in the field under varying conditions.
• Detail-oriented and able to follow instructions from the Technical Expert.
Minimum General Experience: 5 Years
Minimum Specific Experience (relevant to assignment): 3 Years
