General Duties
- Ensure high-quality implementation of all WASH-related infrastructure projects, including the establishment of sustainable maintenance systems.
- Identify and report infrastructure gaps at project sites, recommending appropriate corrective actions in alignment with Scope of Work (SoW), Bill of Quantities (BoQs), designs, and contract terms.
- Collaborate with teams on sanitation and healthcare waste management initiatives as needed.
- Coordinate with the supply chain team to track procurement processes and ensure timely delivery of construction materials and equipment.
- Conduct regular meetings with contractors, Community Development Councils (CDCs), and school management shuras to review project progress and ensure construction quality.
- Conduct meeting with contractors, CDCs and Schools management shuras regarding the progress and quality of construction activities
- Lead the selection process for intervention communities in coordination with government stakeholders and other partners.
- Lead coordination, technical and facilitation process required for smooth project implementation.
Specific Duties:
- Conduct site surveys, technical assessments, and feasibility studies for water and sanitation infrastructure.
- Design and supervise the construction of boreholes, shallow wells, water yard systems, and piped water schemes in line with IRC and donor requirements.
- Review and validate engineering drawings, BoQs, and technical documents for all planned construction and rehabilitation works.
- Perform water quality testing and analysis at household, health facility, and school levels using standard testing protocols.
- Conduct routine field visits to monitor construction activities, ensuring adherence to technical standards, quality control, and health and safety protocols.
- Manage contractor performance and ensure accurate and timely processing of invoices.
- Lead and document the final handover of infrastructure to communities, including preparation of completion reports and maintenance guidance.
Minimum Qualifications:
- A university degree in Water Supply Engineering, Civil Engineering, Sanitation Engineering, or a closely related discipline is required
- 2–3 years of progressive experience in planning, implementing, and supervising WASH infrastructure projects, particularly in rural, remote, or conflict-affected areas.
- Good knowledge of Engineering design software AutoCAD, Water Gems, Familiarity or experience with SPHERE Standards
- Communication and reporting skills
- Fluency in Pashto, Dari and English
- Computer skills (including MS Word, Excel, PowerPoint, and internet) an advantage
- Ability to work closely, professionally, and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background
