The Upper Occoquan Service Authority (UOSA) is a cutting-edge water recycling facility

UOSA serves Fairfax County, Prince William County, and the cities of Manassas and Manassas
Park and is the first and longest-operated indirect potable reuse project in the United States.
UOSA has been treating and reclaiming water for use as drinking water for nearly 50 years.

technology in the industry, our facility now recycles up to 54 million gallons of water per day.

WHAT YOU’LL BE DOING
As the Capital Program Manager, you will oversee, direct, plan, and execute construction projects
associated with the maintenance, operation, expansion, improvement, and rehabilitation of the
UOSA collection, delivery, and operation systems. This role will oversee a team of Project
Managers tasked to plan and execute construction efforts varying in size from tens of thousands
of dollars to hundreds of millions of dollars. Your work will be a critical component of UOSA’s
Vision to be globally recognized for its leadership in protecting the region’s water resources.

REQUIREMENTS
• A Bachelor of Science Degree in Civil Engineering and possession of Master’s Degree in
Civil or Environmental Engineering is required; or any combination of education,
experience, or training which provides the required knowledge, skills, and abilities.
• 10 years of extensive responsible experience to include management experience in the
practice of civil and environmental engineering and construction management, including
experience in planning, designing, and constructing advanced water or wastewater
treatment or similar facilities is required. of progressive experience; including experience
with water and wastewater resource management.
• Knowledge of critical path method (CPM) scheduling, construction cost estimating,
Virginia procurement regulations (VPPA), and design-build procedures in the Public
Procurement Education Act of 2002 (PPEA), and construction and contract law.
• Experience in contract administration, claims mitigation and skilled in negotiation with
construction contractors and consulting engineers.
• Demonstrated ability in personnel supervision, staff mentoring, project management and
excellent written and verbal communication skills.
• Strong interpersonal skills to work effectively with internal and external stakeholders.
• Project Management Professional (PMP) certification desired.
• Possession of license to practice engineering in the Commonwealth of Virginia desired.
• Must be able to handle the physical requirements of the position, including extensive
walking, bending, stooping, climbing stairs and ladders, and lifting/carrying up to 30
pounds.
• Possession of a vehicle operator’s license valid in the Commonwealth of Virginia is
required.
