  1. The Government the of Republic of South Sudan (GRSS) has received a grant from the International Development Association (IDA) to implement the Regional Climate Resilience Program (RCRP) under phase 1, led by the Ministry of Water Resources and Irrigation (MWRI). The GRSS intends to utilize part of the proceeds for establishing and functioning a Dam Safety Panel of Experts (POE).
  2. The consulting services (“the Services”) main objective of the POE is to provide MWRI with an independent panel of experts’ for review of safety, sustainability and functionality of the Kinyeti Multi-purpose Dam, and other dams / hydraulic structures under the RCRP.
  3. The main role of the POE is to review investigation and design of the Kinyeti Dam (as well as other dams / hydraulic structures), works and results at various project stages, as relevant, and to provide necessary recommendations and propose practical solutions, in order to ensure safe dams / structures, to resolve technical issues and to manage risks in development and management of dams and other facilities under the RCRP.
  4. The POE, comprising high-level individual experts, shall collectively participate in regular meetings, special meetings and field visits to review results of the works throughout the stages of feasibility studies, design, preparation, construction and start of operation.
  5. Regular meetings and field visits of the POE are anticipated to be two times a year. In addition to regular bi-annual meetings, meetings may be required in between regular meetings at critical design and construction stages or whenever deemed necessary.
  6. The POE will be established from four individual members to cover the following main disciplines:

a. Dam Specialist: Dam engineering and construction; Overall safety of a dam’s design and construction plan; dam safety and monitoring; and dam operation and management.

b. Geotechnical Specialist: Geotechnical engineering; engineering geology; dam foundation; dam materials.

c. Hydrology Specialist: Hydrology and sedimentation.

d. Water resources Specialist: Water resources and transboundary water resources.

8.The Ministry of Water Resources and Irrigation (MWRI) through the Regional Climate Resilience Program now invites eligible individual consultants to indicate their interest to provide the Services by being a member of the POE. Interested individuals should provide information demonstrating that they are qualified to perform the Services (attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, professional qualifications, and registration/licensing with professional bodies).  The shortlisting criteria will consider the requirements mentioned in the TOR, including:

  1. Master’s degree or above in or related to the respective discipline.
  2. Membership of internationally recognized professional body / bodies.
  3. At least 20 years (25 years for the Dam Specialist) of related work experience
  4. Extensive expertise in the profession, including hands-on, senior and chief level experience in various projects and high-level assignments.
  5. Practical experience in respective discipline with strong analytical and reporting skills.
  6. Participation in multidisciplinary teams and specialized technical committees as of the ICOLD, ISSMGE, IWRA, IHA or other relevant institutions is an advantage.
  7. Demonstrated high level international experience in at least 10 large dams or other similar projects as key technical staff and/or expert.
  8. Fluent in English language with high standard of written and oral reporting and presentations.
  9. Experience in developing countries, in the Nile Basin and in projects or assignments of the World Bank Group is desirable.

9. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Any false declaration will result in disqualification.

10. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of InterestAn invitation to an oral interview will follow for shortlisted candidates.

11. Each Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
