The Oklahoma Water Resources Board is a state agency responsible for overseeing the complex mission of managing, monitoring, planning for, and financing the state’s water resources and infrastructure towards reliable future supplies that support strong communities, commerce, and the environment. The agency is seeking a full-time Floodplain Management Specialist to join our family of professionals in delivering exceptional services and expertise to Oklahomans.

Trial Period: 12 months in accordance with (OAC) 260:130-19-30
Travel: Occasional overnight travel is required.

The selected applicant will be responsible for interpreting and providing guidance, technical field work, customer service, and outreach activities related to the rules governing the administration of the Federal Emergency Management Agency’s (FEMA) National Flood Insurance Program (NFIP) throughout the State of Oklahoma. The position also provides administrative support of staff activities, organizing and/or presenting at community meetings, training events, and professional conferences with extended day and overnight travel as required.
Typical Job Functions:
- Assist communities with local program administration as needed via phone, e-mail, and in person.
- Assist with conducting FEMA-prescribed Community Audits/Contacts and other duties related to the Community Assistance Program – State Support Services Element (CAP-SSSE) activities in the Floodplain Management Program.
- Map and analyze data related to NFIP activities and guidance. Use mapping software to prepare reports and associated mapping when necessary. Develop and maintain knowledge of specific databases relevant to a statewide floodplain management program.
- Review and process permit applications for development on state- owned-and-operated property.
- Review and process floodplain administrator accreditation applications and maintain the database.
- Assist in developing and publishing social media campaigns in various forms.
- Assist in responding to a records request and preparing and presenting educational training sessions in support of Floodplain Management.
Knowledge, Skills, Abilities, and Competencies: Strong communications skills; organizational skills; customer service skills; establishing and maintaining professional working relationships with others; writing technical reports; field data collection; reading and interpreting maps, plans, and specifications of the proposed development; communicate effectively, both orally and in writing. Proficient with Microsoft Office Suite and ESRI.
Education and Experience:
Level I: Education and Experience requirements at this level consist of a bachelor’s degree with at least 24 semester hours in a physical, natural, or biological science, chemistry, geology, hydrology, physical geography, epidemiology, environmental science, environmental health or civil, agricultural, environmental, geological, or chemical engineering.
