SUMMARY OF FUNCTIONS
Reporting to the Program Manager in the Stormwater Science and Guidance Program, this position is responsible for the development and implementation of stormwater management monitoring, technical asset management services, and innovative stormwater guidance projects that further CVC’s watershed knowledge objectives.
This position is responsible for implementing municipal service level projects, client negotiation, and delivery of technical training.
Additionally, this position leads project management tasks such as preparing project and funding proposals and progress reports and working with project partners to communicate technical needs for each project. This position will collaborate with the Program Manager and external municipal clients to ensure project success. Other responsibilities include creating and delivering technical training materials and contributing to corporate initiatives through committees and teams.
ELIGIBILITY REQUIREMENTS
Education
- Completed bachelor’s degree in water resources, engineering, environmental sciences, or related discipline
Qualifications
- Certified Engineering Technologist or Engineer in Training or eligible to obtain either designation
Experience
- Minimum 4 years’ experience in the water resources field
- Minimum 1 year experience supervising and coaching staff
- Experience in stormwater and groundwater quality and quantity monitoring with minimum 3 years of in-field monitoring experience
- Experience with project management including project planning, implementation, budget development and tracking while liaising with external partners and clients
- Experience directing project needs and tasks to ensure compliance with project requirements; ability to guide staff through challenges and critical timelines
- Experience compiling, reviewing, manipulating large water quality and quantity data sets to produce results and graphs and critically interpreting data for reporting and communication
- Experience with different types of monitoring equipment (continuous flow and data loggers, autosamplers, water quality sondes), especially for stormwater monitoring applications, and the ability to implement the use of various equipment in unique monitoring designs
- Experience delivering technical training is an asset
Knowledge, Skills and Ability
- Solid background in water quality, hydrology, and water resources including stormwater management concepts and principles.
- Knowledge of provincial and stormwater regulations and municipal asset management regulations as well as design, policies and procedures related to stormwater and watershed management (e.g. Stormwater Management (SWM) design manual, municipal design and compliance standards, bylaws, official plans and current practices for municipalities across Canada)
- Ability to provide guidance and oversight to staff for day to day project implementation priorities
- Ability to conduct detailed reviews of project deliverables including the ability to conduct report formatting and copy editing
- Strong written and oral communication skills to convey and review technical data in reports, summaries, and oral presentations
- Ability to work independently and prioritize tasks in a fast-paced environment
- Other key abilities include multi-tasking, organizational skills, and high attention to detail
- Team player with experience working with multiple stakeholders and external municipal contacts
- Strong computer skills in Microsoft Excel, Word, and PowerPoint
- Ability and willingness to work outdoors in all weather conditions
- Must possess a valid class “G” Ontario Driver’s License in good standing
- Standard First Aid and CPR is an asset
SUMMARY OF MAJOR TASKS
- Lead development of project monitoring designs and specify instrumentation required for municipal green infrastructure and low impact development field monitoring projects.
- Independently develops project proposals and budgets and prepares invoices according to external client agreements and corporate policies.
- Utilize extensive green infrastructure implementation and monitoring experience to support municipal stormwater asset management project needs.
- Operate specialized monitoring equipment and maintenance/inspection tools to carry out project tasks.
- Conduct specialized analysis and interpretation of inspection, operation, maintenance and monitoring information to inform asset management plans and budgets.
- Track project progress, present updates to stakeholders, coordinate deliverables and be accountable for project deadlines and budgets, ensuring workplans and deliverables algin with project contracts.
- Lead the development of technical reports and summarizing results and technical findings into presentations
- Develop curriculum and deliver training on engineered infrastructure
- Conduct supervisory tasks for permanent staff including performance management processes, administrative requirements, regular check in meetings, and provide direction and coaching.
- Provide input and administrative support to Program Manager in development and tracking for program strategies, process improvements, business plans and needs through consultation and input on workplans, annual budgets and capital reports
- Other duties as assigned
