Objective and Purpose of the Assignment

The technical assistance (TA) will support urban sector analysis, investment strategy, quality project
preparation for a number of ensuing projects in the Pakistan country pipeline 2024–2026, and
implementation of ongoing water and urban development projects in Pakistan. These projects aim to
improve the urban development landscape of the country by building livable cities that are green,
resilient, inclusive, and competitive and boost competitiveness and economic growth. Project preparation
includes carrying out feasibility studies, environmental and social safeguards work, financial
management and procurement assessments, economic analyses, sector analysis and social development
analyses etc. Supporting project implementation requires working closely with the EA to address gaps in
project management, procurement, contract management and safeguards, and building capacity through
targeted trainings to ensure sustainable operation of municipal infrastructure.

Scope of Work

The consultant will provide support through the performance of a variety of specialized duties relating
to loan, grant, and/or Technical Assistance (TA) project implementation and administration functions of
the PRM. He/she will also be responsible for assisting in assigned tasks relating to project processing
functions of WUD Sector in PRM. The incumbent will report to the Project Administration Head (PAU)
and/or designated personnel and work closely with PRM project teams.

Detailed Tasks and/or Expected Output

  1. Support ADB PRM urban team in processing of new urban and water sector projects and implementation of
    ongoing projects.
  2. Assist in drafting and reviewing project processing documents i.e. Project Concept Note, Project
    Administration Manual (including project cost estimates), ADB-link documents of Report and
    Recommendations to the President (including financial analysis, financial management assessment, sector
    assessment, social and environmental safeguards reports, climate change assessments etc.), and terms of
    reference for consultants.
  3. Develop and refine financial and business models to support infrastructure project feasibility
    assessments. Prepare scenario-based financial forecasts and contribute to the formulation of financial
    sustainability strategies.
  4. Assist in project processing by designing and developing socioeconomic and willingness-to-pay
    surveys.
  5. Review financial documentation including Audited Project Financial Statements and support the
    disbursement process by ensuring timely submission of withdrawal applications by EAs/IAs. Coordinate
    with financial specialists to address audit-related issues.
  6. Contribute to the preparation of knowledge products and organize capacity-building workshops for
    EAs/IAs. Provide guidance on ADB procedures to enhance institutional understanding and implementation
    efficiency. Support the planning and execution of workshops, trainings, and review missions.
  7. Assist the project team in coordinating with Executing and Implementing Agencies for timely
    submission of progress reports, and delivery of key milestones.
  8. Serve as a key contact for project stakeholders, facilitating effective follow-ups on implementation
    progress, deliverables, and compliance with ADB guidelines. Track project timelines and provide regular
    status updates to the project team.
  9. As needed, participates in loan and/or TA review missions, and supports in drafting related documents.
  10. Performs other tasks assigned and reflected in the incumbent’s workplan.

Minimum Qualification Requirements

The candidate must have at least 3 year of general experience and demonstrate knowledge and
understanding of MDB’s working (such as: ADB, the World Bank, AIIB etc.) through experience in
processing project(s) preferably in the urban sector. The incumbent must hold a Bachelor’s degree in
economics and/or finance preferably with master’s degree or equivalent in economics, development
finance, and management. The incumbent should have strong communication and analytical skills.
