Organizational Setting

The main aim of the FAO Country Offices, which are headed by an FAO Representative, is to assist governments to develop policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
The FAO Representation in South Sudan is organized around three main units: Programme, Operations and Administration. The current portfolio of projects in South Sudan includes activities related to Agriculture, Livestock, Fisheries, Natural Resources Management, and is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country’s programme and portfolio as foreseen in the projects.
The position is located in the FAO Representative in Juba, South Sudan.
Reporting Lines
The Infrastructure Engineer (Infrastructure and Civil Engineering) reports to the Senior Programme Officer in FAO South Sudan.
Technical Focus
Provide analytical and technical support on rural infrastructure, agricultural facilities, storage facilities, market infrastructure, rural roads, irrigation and drainage systems and water management aspects for the formulation, implementation and evaluation, programmes and projects in food and agriculture, rural development, natural resource management and agro-processing.
Key Results
Delivering infrastructure development solutions by providing technical expertise, engineering assistance and capacity-building support, in collaboration with government agencies, development partners and local stakeholders.
The role aims to achieve sustainable and resilient infrastructure that supports the transformation of agrifood systems in alignment with the FAO Strategic Framework. This includes the planning, design and implementation of rural infrastructure, such as roads storage facilities, irrigation systems and market access structures, to enhance food security, economic growth and climate resilience.
Key Functions
• Participates in and eventually leads multidisciplinary teams to assist in identifying, designing and implementing infrastructure support initiatives focused on agricultural facilities, storage facilities and market infrastructure, rural roads, irrigation and drainage systems and water management, to strengthen the country’s agrifood systems.
• Leads or contributes to feasibility studies, pre-appraisal and appraisal visits for infrastructure projects that enhance agricultural productivity, climate resilience and rural connectivity.
• Provides technical expertise in the planning, design and implementation of rural roads to improve market access, irrigation networks for sustainable water management, post-harvest storage facilities to reduce food loss and renewable energy solutions for agro-processing.
• Supports the development of inclusive and sustainable agrifood systems by ensuring that infrastructures benefit smallholder farmers, cooperatives, agribusinesses and local communities while promoting climate-smart and disaster-resilient infrastructure.
• Designs and delivers capacity-building initiatives on infrastructure planning, engineering best practices, sustainable construction techniques and climate adaptation measures for government agencies, private sector actors and partners.
• Supports project management activities, task coordination, preparation of terms of reference and quality assurance of deliverables related to infrastructures.
• Facilitates international cooperation and partnerships to mobilize resources, attract infrastructure financing and foster collaboration on best practices in rural infrastructure development.
• Coordinates with FAO technical units, field offices and relevant programme areas to ensure a holistic approach to infrastructure and innovation.
• Engages in resource mobilization activities to secure funding for critical infrastructure projects, supporting FAO’s broader mission of food security and rural development in the country.
• Mentors and provides guidance to local engineers and technical teams to build local capacity in infrastructure planning, construction and maintenance.
Specific Functions
• Participates in the formulation and design of infrastructure projects related to agricultural facilities, rural roads, irrigation and drainage systems and water management ensuring optimized planning and decision-making for sustainable development.
• Provides technical expertise to partners and local stakeholders on best practices in infrastructure development, climate-resilient construction and water resource management, facilitating knowledge exchange and validation of infrastructures opportunities and challenges.
• Reviews and contributes to projects documentation, technical reports and recommendations to ensure engineering compliance with national and international infrastructure strategies and alignment with FAO partners’ requirements.
• Integrates knowledge of resilient infrastructure development, ensuring appropriate institutional frameworks for operation, maintenance and long-term sustainability.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in civil/mechanical engineering, water resources engineering, or a closely related field.
• Five years of relevant experience in infrastructure and agriculture water management including experience in engineering design, construction, supervision, institutional set-ups in systems operation and maintenance.
• Working knowledge (proficiency – level C) of English and intermediate knowledge (intermediate proficiency – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

• Extent and relevance of experience in leading or participating in multidisciplinary teams for the preparation of strategies and sector studies as well as formulation, implementation support or evaluation of different infrastructures, irrigation, drainage and water resources management, food security, agriculture, rural development, natural resources management and agro-processing.
• Extent and relevance of experience in implementation support and evaluation procedures of FAO’s main development partners, particularly the African Development Bank, the World Bank, the European Union and other partner international institutions.
• Knowledge of the context as well as partners and institutions of the specific subregion would be an asset.
• Demonstrated experience in dealing with government officials, development partners and other country stakeholders.
• Demonstrated capacity to write technical reports in English.
