The salary range for this position is $8,000 – $9,730 per month (dependent upon experience).

Summary of Work
The Northwest Area Water Supply Manager within the DWR’s Water Development Division is responsible for managing one of the two state-owned regional water systems in North Dakota – the Northwest Area Water Supply (NAWS) Project. NAWS customers cover regions within 11 counties in north central North Dakota and is designed to serve over 81,000 people. The NAWS project manager will supervise a team of three employees.
Duties and Tasks
- Manage the construction and operations of the NAWS project.
- Contract administration including review of contracts for bidding, approval of contractor payments, change orders, contract closeout documents, and approve crop damage claims as well as apply for state, federal, and county permits for construction.
- Simultaneously manage multiple projects/contracts with competing priorties.
- Manage and direct the work of the NAWS Project’s consulting engineer.
- Review and provide recommendation for approval of Specific Authorizations for work by the consulting engineer.
- Review and approve monthly engineering invoice from the consulting engineer.
- Lead the development of the biennial budget for the NAWS Project.
- Plan and direct the construction of the NAWS Project within the allocated budget.
- Operate the NAWS Project by maintaining quality and quantity of water supply to the systems contracted for water delivery.
- Lead the development of the water rate for the NAWS Project customers.
- Be a liaison between NAWS Authority and the Water Development Division Director and other DWR leadership staff.
- Provide routine updates to the State Water Commission (SWC) and NAWS Authority regarding project progress and future plans for construction, as well as review and provide recommendations for construction contracts.
- Maintain effective communication and build consensus; work with the Water Resources Development Director and the Northwest Area Water Supply Project team in establishing the goals and objectives for the NAWS Project.
- Work with communities, regional water systems, and other entities in meeting the needs of the region served by the NAWS Project.
- Represent the SWC’s interest as the owner of NAWS Project at public meetings.
- Develop policies for NAWS Project. Review and ensure policies are met.
- Assist Water Development Division Director in developing legislative testimony.
- Participate in legislative meetings and socials.
- Supervise and manage a team of 3 employees.
Minimum Qualifications
- Requires a Bachelor’s degree in the field of Engineering or Construction Management, or a field related to the requirements of this position.
- A minimum of 7 years of experience in Engineering, Construction Management, Water Resources, Water Supply, or in a field related to the requirements of this position.
- Must possess excellent oral and written communications skills.
- Attention to detail and willingness to work as part of a team.
Preferred Qualifications
- Experience with management and operation of regional drinking water systems.
- Experience or knowledge of safe drinking water legislation, water treatment, and distribution works.
- Experience or knowledge of pipeline hydraulics.
- Registered as a Professional Engineer.
- Experience working with state and federal agencies on permits and funding.
- Experience with public speaking.
