  1. The Ministry of Water Resources and Meteorology (MOWRAM) and the Ministry of Agriculture, Forestry and Fisheries (MAFF) through the Ministry of Economy and Finance (MEF) on behalf of the Royal Government of Cambodia (RGC), have received a US$145 Credit million equivalent from the International Development Association (IDA) toward the cost of the Cambodia Water Security Improvement Project (CaWSIP) for six years starting from 2025 to 2030 and intends to apply part of the proceeds for consulting service-firm.
  2. The objective of this assignment is for the Consulting firm to:
  • Update Law on Water Resources Management adopted in 2007,
  • Update National Water Policy adopted in 2004,
  • Update and develop sub-decree on Water Allocation and Water Licensing
  • Develop sub-decree on Hydrology and Meteorology
  • Develop sub-decree on Groundwater Management
  • Develop sub-decree on Dam Safety
  • Conduct dissemination workshop the trainings for national and sub-nationals on the key regulatory framework and legal documents which have been developed and updated.

  1. Interested consulting firms must provide evidence of their qualifications to perform the required services. Shortlisting will be based on information that clearly demonstrates each firm’s expertise and suitability for the assignment. Firms, whether acting individually or as part of a joint venture must meet the minimum qualifications and experience criteria as follows:
  • Have at least fifteen (15) years of experience in water resources management, water resources management, water policy, water law.
  • Have successfully completed at least three (3) projects in the last ten (10) years that are similar in scope and context to the requirements outlined in the Terms of Reference,
  • Have experience in similar assignments at least two (2) projects in Cambodia or Asian countries in externally financed projects, preferably WB, ADB, EU, or other development partners in the last five (5) years. Work on externally financed projects with development partners such as the World Bank, Asian Development Bank, EU, and other reputable multilateral and bilateral agencies is preferred. 
  1. Key Experts will not be evaluated at the shortlisting stage.
  2. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  3. Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Only those firms, that have been shortlisted, will receive notification. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing”, Fifth Edition, dated September 2023 (hereinafter referred to as “Procurement Regulations”)
  4.
