Assignment Title: Individual consulting services for the Development of Capacities for the Reduction of Water Losses in the Province of Luanda

Reference No.: 188CS4/EPAL/25

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and the Bita Water Supply Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Evaluation of EPAL actual NRW status;  Evaluation of EPAL human and material resources; Selection of EPAL’s employees in different key areas; Definition of the NRW strategy consultant the needs in human, and material resources; Selection of three different pilot zones; Definition of the TORs and main targets for the strategy consultant ; Strong assessment of the Pilot Zones; Support to EPAL and the PIU on the evaluation of the procurement for hiring the NRW strategy consultant.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible Individual (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Degree in hydraulic/civil/environmental engineering or related field(s). A master’s degree in a related field will be considered an added advantage.
  • Proven experience of at least 25 years of experience in engineering work with a focus on water supply companies.
  • Demonstrated experience of at least 15 years of practical knowledge and involvement in water loss management and reduction initiatives.
  • Demonstrated experience with IWA water balance models.
  • Demonstrated experience as a key professional in at least three Water Loss Reduction initiatives in non-developed countries. Works performed in sub-Saharan African countries will be a differentiating factor.
  • Computer skills, including software such as autoCAD, QGIS, EPANET or similar.
  • Ability to communicate in Portuguese or Spanish and
  •  Fluent in English 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
