BACKGROUND
The Somalia Food Systems Resilience Program (FSRP) is part of a regional initiative by the World Bank to provide a comprehensive framework for intervention at both the national and regional levels. This Multi-phase Programmatic Approach (MPA) aims to tackle the underlying structural challenges of food insecurity and reduce beneficiaries’ vulnerability to unpredictable climate, crisis, and conflict events. The Project Development Objective (PDO) for S-FSRP is ‘to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia.’ The project will benefit 350,000 small farmers, agro-pastoralists, nomadic pastoralists, and at least 30 percent of women, with investments geared towards reviving the Agri-Livestock Sector. Progress toward the PDO will be measured using five PDO indicators and intermediate indicators. All relevant indicators will be disaggregated by gender (men and women) and age (youth and adult). The Ministry of Agriculture and Irrigation (MoAI) FGS now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
The key short-listing criteria are as follows:-
- Core business and years in business:- The firm shall be registered/incorporated as a consulting firm with core business undertaking hydrological, hydrogeological, and water resources studies/and rural development projects or related fields for at least ten (10) years.
- Relevant experience:- The firm shall demonstrate having successfully executed and completed at least two assignments on water resources and infrastructures assessment of similar nature and complexity, and in a similar operating environment in the last ten (10) years. Details of similar assignments, Name and address of the client, scope, value, and period should be provided and submitted.
- Experience of relevant services in an environment similar to that of Somalia and
- The technical and managerial capability of the firm:- The firm shall demonstrate having the requisite technical capacity, including relevant equipment, tools, software, etc., and managerial capacity to undertake the assignment in the submitted company profile(s).
The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017, and August 2018, November 2020, and September 2023 (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but they should indicate clearly whether the association is a joint venture and/or a sub-consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected according to the Quality and Cost-Based Selection method in the World Bank’s Procurement Regulations.
