Assignment Title: Assessing the Socio-economic Benefits of the hydro-meteorological value chain in São Tomé and Príncipe

The Government of the Democratic Republic of S. Tomé and Príncipe has received financing from the World Bank toward the cost of the STP Coastal Areas Resilience and Sustainable Tourism Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include evaluation/quantification of the socio-economic benefits associated with the production and supply of meteorological, hydrological and climatic services in São Tomé and Príncipe, with a view to substantiating and supporting actions to improve the Hydrometeorological Value Chain.
The consultant will be hired for 4 months, with an effort level of 40 person-days, expected start date of assignment is June, ensuring full consistency with the TOR referred to in this REOI.

The Project Implementation Agency (Agência Fiduciária de Administração de Projetos-AFAP) now invites eligible international consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
a) Core business and years in business, (academic background in economics or related areas and at least 10 years’ proven experience in economics applied to natural disasters, environmental degradation and/or hydro-meteorological services); 30 points.
b) Relevant experience (Excellent knowledge of cost/benefit analysis and other environmental assessment techniques and Strong knowledge of the Hydrometeorological Value Chain (HVC) and its challenges worldwide; knowledge of the HVC in West Africa is an advantage); 35 points.
c) Technical and managerial capability of the Consultant (ability to communicate effectively, both orally and in writing and a minimum of five works carried out as a specialist in related areas); 35 points.
The minimum score to be included on the short list is 75 points.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023, setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual consultant method set out in the Procurement Regulations.
