Objective and Purpose of the Assignment
With ADB’s rich history and proven track record in supporting RWSS development in Cambodia, the
contributions of the organization in helping the country achieve its RWSS targets will be documented and
planned for production into a publication format. This publication aims to highlight best practices,
share key lessons from the RWSS programs, and explore how these achievements can be sustained to support
Cambodia’s long-term national development goals. This assignment will involve engaging an expert on
rural water sanitation and hygiene (WASH) who will take on the role of documenting into a report the
contributions of ADB to Cambodia’s RWSS ambitions.
The assignment will be part of Output 2: Knowledge on country- and/or city-wide inclusive sanitation
principles improved, of TA 9897-REG: Accelerating Sanitation for All in Asia and the Pacific, the TA
supporting this assignment.
Scope of Work
The Rural WASH Specialist (International Consultant), will be engaged for the preparation of a Cambodia
Rural WASH Report that will document the lessons, experiences, and success stories from ADBs initiatives
on rural WASH in Cambodia in order to come up with a comprehensive story of the WASH situation in
Cambodia and how ADB’s initiatives have created an impact to the communities.
Detailed Tasks and/or Expected Output
• Data and Information Gathering
As the primary reference, gather and analyze data and other information from the TRWSSSDP in parallel
with the project completion report preparation. These include data collection and comprehensive
analysis of project data which includes technical, safeguards, climate, as well as gender and social
development components.
Do a literature review of the different WASH initiatives by ADB in Cambodia, focusing on how these
projects and initiatives have helped build better communities in the country’s secondary and small
towns.
Conduct interviews with selected ADB project officers, and if possible, with country and community
stakeholders, to help validate the findings.
• Report Writing and Packaging
Building on the data and information gathered for the TRWSSSDP PCR and literature review of ADB
support to rural WASH in Cambodia, prepare a report on a compendium of the various approaches, tools and
technologies use in the projects including impact stories of these initiatives from community
beneficiaries.
Present such findings in a knowledge sharing event, focusing on the design and impact of using such
approaches, tools and technologies from a climate resilience angle.
Based on the findings prepare or formulate recommendations on how ADB can further support the
government in achieving its targets, which are also in line with ADB’s strategies/policies.
Minimum Qualification Requirements
This assignment will be for a national expert with a minimum of 10 years of experience in rural WASH
initiatives, preferably with experience and knowledge of the context of rural WASH in Cambodia. He/she
will have a master’s degree in engineering, hydrology, rural development, environmental management, or
any relevant university degree to the assignment. Experience working in ADB projects on rural WASH an
advantage.
Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 8 Years
