The Role:
Customer Operations develop, deliver, and support excellent customer experience and service to both domestic and non-domestic customers within a regulated industry. Customer Operations is responsible for managing the customer relationship with the Customer Contact Centre, ensuring timely and accurate customer billing services and effectively implementing the Uisce Éireann customer strategy.
Connections and Developer Services (CDS) are responsible for the customer engagement and stakeholder relationship management of all connections to the Uisce Éireann network. The CDS team manage the customer journey from development concept design, statutory planning process, pre-connection, technical design, site quality assurance, vesting of new asset and final connection and metering, including developing commercial/technical customer agreements, and managing customer funding in adherence to all technical standards, connection charging policy and governance requirements. CDS are responsible for delivering a highly effective customer service, including reviewing, and implementing solutions to meet changing customer needs. Collaboration with several key business partners is essential for the successful delivery of connections on behalf of the customer.
Reporting to the Policy Governance Technical Manager, the Policy Technical Lead is responsible for the implementation of policies related the delivery of connections and policies related to national government housing strategy; ensuring technical compliance and contributing to the overall efficiency of how Uisce Éireann can deliver and support government housing policy. The role will also include the evaluation and development of existing Uisce Éireann policy to ensure they match organsiational objectives; including the review and amendment of policy drafts, preparing and communicating suggested improvements to existing policies.
Main Duties and Responsibilities:
- Lead the development and revision of policies related to CDS activities including national Government policies
- Report on all policy areas for CDS activities – Internally and Externally as required
- Provide technical leadership in interpreting and applying policies, ensuring they meet industry standards and best practice.
- Stay informed about industry advancements and trends to enhance policy frameworks
- Monitor changes in water industry regulations and ensure policies are updated to remain compliant
- Interface with regulatory bodies to understand and influence policy developments
- Create comprehensive documentation for policies, procedures and technical guidelines related to CDS activities or new Government Policy initiatives
- Communicate policy changes effectively to internal teams and stakeholders
- Implement quality assurance measures to ensure that policies are consistently applied across CDS teams
- Conduct periodic reviews and audits to identify areas for improvement
- Engage with internal stakeholder and external partners to incorporate their perspectives into policy development
- Analyse data related to policy implementation and compliance, providing insights for continuous improvement
- Utilise data driven approaches to enhance policy effectiveness
- Revise delivery plans to support National Government Policy, adhering to appropriate governance and policy
- Identify constraints and raise risks and issues as appropriate to the CDS Policy Governance Technical Manager in supporting Government Policy and Initiatives – resolving or escalating same as appropriate.
- Provide expert guidance on interpretation of policies and standards within UÉ and wider Uisce Éireann stakeholders, developers, local authority representatives and service providers
- Work closely with any cross functional internal working groups to affect necessary changes to policy and support delivery of Uisce Éireann and Government Policy
- Contribute to achieving the objectives and targets of the Uisce Éireann Housing for All Programme (HFA)
- Manage and build strategic partnerships with key external stakeholders, e.g., Government Departments, LGMA, LA, AHB, CIF.
General Duties and Responsibilities
- Collaboration with key internal stakeholders across the UÉ business
- Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
- Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
- Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.
- Other duties as required.
Knowledge, Skills and Experience:
- Experience with a Work and Asset Management (WAM) system (e.g. Maximo), GIS (e.g. Esri ArcGIS) and Microsoft Customer Relationship Management (CRM – D365) is highly desirable
- Relevant third level qualification and or accreditation is desirable and or relevant experience
- A minimum of 5 years’ Experience in the water, utilities or similar industries is desirable
- Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally and collaborate cross functionally.
- Demonstrated people management experience, with strong people, change management and conflict resolution skills
- Experience of managing end-to end processes and developing teams to ensure delivery meets customer expectation
- Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others
- Highly motivated individual, working to the highest professional standards and with proven ability to deliver results to deliver for our customers and make the right decisions
- Strong analytical and data management skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
- Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
- Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
- Competence in leading by example both ethically and professionally in challenging situations and taking action based off team feedback
- Ability to be a strong advocate for safety and wellbeing practices and ensure these are constantly being followed within your team

Please note the Market reference point (midpoint) of the range is generally the upper end of the offer where someone is deemed to be fully competent to take on the duties of the role, and leaves room for the employee to progress through the pay range as their experience develops further.
