As an Environmental Compliance Specialist specialized in Erosion and Sediment Control (ESC), you will be reporting to the Team Lead Stormwater Pollution Prevention Team and will be responsible for implementing the City of Calgary’s ESC program in Water Services. Primary duties include:

  • Inspect, monitor and enforce construction sites to ensure ESC Plan approval and stormwater bylaw compliance to protect stormwater infrastructure assets and the environment.
  • Educate customers and developers, identify barriers to compliance, and work with customers to develop relationships and gain compliance
  • Investigate and generate reports for enforcement regarding complaints of spills, releases, bylaw infractions, ESC approval non-compliance, and lab results.
  • Provide guidance and technical expertise to members of Community Compliance, Community Planning, and Bylaw Services to support overall compliance program.
  • Issue drainage permits by determining the suitability for the stormwater system.
  • Review of ESC Plan submissions in advance of development approval/permits for alignment with ESC Guidelines and Specifications and issue approval letters as required
  • Contribute to the strategic review, projects, and transformation of the City’s ESC program.
  • Perform related duties as assigned by the Team Lead.

Qualifications 

  • A completed 2 year diploma in Environmental Science, Civil Engineering, or a related discipline.
  • At least 3 years of experience in ESC or construction plan review and/or field construction site inspections.
  • A valid Class 5 Driver’s License (or provincial equivalent), with no more than 6 demerits OR; a valid Graduated Driver’s License (GDL) with no more than 4 demerits and no current suspensions or charges pending.
  • A Certified Professional in Erosion and Sediment Control, Certified Professional in Erosion and Sediment Control (CPESC), Certified Inspector of Sediment and Erosion Control (CISEC), Certified Erosion, Sediment and Storm Water Inspector (CESSWI), Certified Erosion and Sediment Control Lead (CESCL) designation or other related professional designation will be considered assets.
  • A Professional Agrologist (P.Ag), Professional Biologist (P. Biol), Registered Technologist in Agrology (RT(Ag)), Professional Geologist (P. Geo) and Professional Engineer (P.Eng) with experience as an environmental professional in the construction industry will be considered assets.
  • Demonstrated expertise in conducting ESC inspections, accurately documenting site conditions, preparing detailed reports, advising clients on required corrective actions, and ensuring timely resolution of identified issues will be considered assets.
  • Experience in ESC, environmental legislation, municipal and/or civil engineering, hydrology, stormwater management, customer service will be considered assets.
  • Success in this position requires effective communication, conflict management skills, strong relationship building with internal and external clients, and the ability to work with others and independently to meet deadlines.

Pre-employment Requirements 

  • Must obtain a City of Calgary operator’s permit
  • Successful applicants must provide proof of qualifications.
