ASSIGNMENT TITLE Consultancy service for Diagnostic of urban flood risk status and management at the country level.

The Government of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Flood Management Project (E-FMP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the provision of Diagnostic of urban flood risk status and management at the country level including (a) Understanding urban flood, (b) Analyze root causes and their dynamics,( c) Assess legal, regulatory and institutional framework, (d) Assessment of flood risk of major cities and select target cities for Urban Flood Risk Status and Management Plan(UFRMP) on the basis of agreed criteria, (e) Recommendations on urban flood risk management And (f) Capacity development for mainstreaming Urban Flood Risk Status and Management Plan(UFRMP).

MAIN OBJECTIVES: – The main objective of this consultancy is to develop an integrated urban flood risk management strategy that aligns with international best practices while addressing Ethiopia’s specific challenges.

SPECIFIC OBJECTIVES:

  • Comprehensive Urban Flood Risk Assessment: Identify flood-prone areas, vulnerable populations, and at-risk infrastructure
  • Climate-Responsive Flood Management Solutions: Incorporate climate change adaptation strategies into urban planning
  • Stakeholder Engagement & Capacity Building: Strengthen institutional and community resilience through participatory governance
  • Technology-Driven Early Warning Systems: Utilize GIS, remote sensing, and hydrological models to improve flood forecasting and risk mapping
  • Cost-Benefit Analysis for Feasible Interventions: Evaluate economic viability and sustainability of proposed flood control measures
  • Policy and Institutional Framework Recommendations: Strengthen regulatory structures for urban flood risk management.
  • Sustainable Implementation Strategy: Develop an exit strategy to ensure continuity beyond the project period

SCOPE OF SERVICES: The scope of the service is to undertake: Inception Report, Diagnostic Assessment of Urban Flood Risks, Climate Change Adaptation Strategy, Legal and Institutional Framework Analysis, Feasibility Study and Design of Interventions, Environmental and Social Impact Assessment (ESIA), Capacity-Building support to Selected Cities, Regions & Federal Staff; and Analysis of Legal and Institutional Framework.

PERSON MONTH & DURATION: The estimated person month and duration of assignment is 133 Person–Month and implementation period of 12 Months starting from end of August 2025.

The Ministry of Water and Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

THE SHORTLISTING CRITERIA ARE:

  1. Firm’s Core business and years in business
  2. Relevant experience of the consulting firm in the field of the assignment
  3. Technical and managerial capability of the firm.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 updated in November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Procurement will also comply with “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants” revised as of July 1, 2016.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
