About CREA
CREA is a feminist international human rights organisation based in the global South and led by women from the global South. CREA’s work draws upon the inherent value of a rights-based approach to sexuality and gender equality. CREA promotes, protects and advances human rights and the sexual rights of all people by building leadership capacities of activists and allies; strengthening organisations and social movements; creating and increasing access to new information, knowledge, and resources; and enabling supportive social and policy environments.
Together with partners from a diverse range of human rights movements and networks, CREA’s work focuses on building feminist leadership, strengthening movements, expanding sexual and reproductive freedoms, promoting rights-based approaches to reducing gender-based violence (GBV), and advancing the human rights of structurally excluded people.

In line with our strategic plan (2021–2025), CREA has extended its deep expertise in gender and sexuality to the water, sanitation, and hygiene (WASH) sector. We aim to bring intersectional, rights-based perspectives into urban sanitation systems by addressing the lived realities of structurally excluded groups—such as menstruating girls, transgender persons, sex workers, persons with disabilities, elderly populations, and sanitation workers.
The Centre of Excellence (CoE) Vision
As part of this strategic expansion, CREA is establishing a Virtual Centre of Excellence (CoE)—a one-stop digital resource hub that brings together tools, knowledge, and collaborative opportunities to integrate gender, sexuality, and rights perspectives into urban sanitation and beyond.
The CoE will serve multiple stakeholders, from grassroots organizations to policymakers, and eventually extend to intersecting sectors like health and livelihoods. This is a pioneering initiative to center sexual and reproductive health and rights (SRHR) in WASH programming, with a long-term vision to inform development discourse across South Asia.
Purpose of this RFP
CREA is inviting proposals from experienced organizations to design, develop, and implement the Virtual Centre of Excellence. We are looking for a creative, technically sound, and socially conscious partner who shares our values and vision.
The selected organization will work collaboratively with CREA from May 20 to October 20, 2025, across several key phases—from co-creating a shared vision to full platform development, content production, and dissemination planning.
Scope of Work
1. Visioning and Alignment
Facilitate a co-creation process with CREA to develop a shared vision statement for the CoE.
2. Audience & Stakeholder Analysis
Identify key user groups (e.g., grassroots NGOs, national program managers, WASH engineers, gender advisors).Map user needs, challenges, and aspirations. Recommend design, content, and delivery features based on this analysis.
3. Core Functions and Offerings Design
Define and design the CoE’s core offerings, such as:Toolkits, case studies, templates, coaching, webinars, Certification programs, e-learning modules, Interactive elements like forums, mentorship, and live Q&A sessions, Advise on appropriate content formats (videos, guidance notes, checklists, podcasts, etc.)
4. Knowledge Assets & Content Mapping
Review existing CREA materials, Identify resources to adapt, update, or newly create, Design a userfriendly knowledge architecture for navigation and access
5. Success Metrics & Feedback Loops
Define success indicators, such as Number of partner organizations using the platform, User engagement and feedback quality, Measurable improvements in gender outcomes in sanitation, Size and activity of the knowledge-sharing network
6. Development Roadmap & Timeline
Develop a detailed work plan for each phase (see below), Assign responsibilities and coordination strategies (CREA + partner), Identify quick wins and longer-term strategies for sustainability
7. Open Questions & Risk Mitigation
Identify and explore critical uncertainties, including, Data privacy and platform accessibility, User engagement strategies, Technology adaptability for grassroots contexts, Recommend actions for further research, consultation, or testing

Desired Partner Profile
We welcome proposals from organisations, design labs, or consortia with experience in:
- Digital platform and resource hub development
- Experience in developing web-based interactive learning platforms
- Experience of hosting communities of practices in the development sector
Proposal Submission Requirements

- At least two samples of similar work
- Two references from past clients or collaborators
