The South African Association for Water User Associations (SAAFWUA) represents Local Water Management Institutions and is a key industry body dedicated to the sustainable management and equitable distribution of water resources. As an influential stakeholder, they engage with government, industry leaders, and members to drive responsible water management, advocacy, and programme implementation.

SAAFWUA is seeking a Water Resource Operations Manager—a dynamic and motivated individual with knowledge and experience of the National Water Act, the Department of Water and Sanitation and Water User Associations. This role is ideal for someone looking to grow into a strategic leadership position, with support from a highly experienced CEO and Management Committee (MANCO).

RESPONSIBILITIES:

  • Integrated Operations & Financial Management – Execute strategies for efficient administrative and financial processes, ensuring financial responsibility, maximising resource utilisation, and contributing to membership growth and financial sustainability.
  • Marketing & Communication Excellence – Implement and maintain SAAFWUA’s marketing and communication strategy to promote the Association’s value proposition, expand brand awareness, and foster effective engagement with internal and external stakeholders.
  • Member-Centric Management – Drive the implementation of comprehensive member management strategies that enhance engagement, foster a strong sense of community, and improve overall satisfaction.
  • Effective Programme Implementation – Oversee the efficient execution of SAAFWUA’s programmes and services, ensuring high-quality programme delivery and continuous improvement.
  • External Relations – Build and maintain strong relationships with key external stakeholders
  • (e.g. government, industry leaders, media) to advance SAAFWUA’s mission, objectives, and member interests.
  • Regulatory & Compliance Oversight – Ensure compliance with relevant Water Resources and Water Services legislation, as well as best practices in local water management.

REQUIREMENTS:

  • A recognised tertiary qualification in Water Resource Management, Environmental Science, Agriculture, Public Administration, Engineering, Law or a related discipline
  • 2 to 5 years’ relevant experience in the water sector, including but not limited to Water User Associations, Irrigation Boards, Catchment Management Agencies and the Department of Water and Sanitation
  • Comprehensive knowledge of Water Resources and Water Services legislation
  • Proven expertise in budget management, project execution, and staff management
  • Demonstrated proficiency in operations management, marketing, communication, and stakeholder engagement
  • Outstanding verbal and written communication skills (Afrikaans and English proficiency essential)
  • Strong analytical and problem-solving abilities
  • Advanced proficiency in MS Office and experience in data-driven decision-making
  • A valid driver’s licence with the willingness to travel extensively when required
  • Full mobility and medical fitness to fulfil the physical demands of the role

EXPECTATIONS OF THE SUCCESSFUL CANDIDATE:

  • While stakeholder engagement and on-site presence are necessary, the role offers remote work flexibility
  • The position involves extensive travel across South Africa to meet with stakeholders and oversee key operations
  • The incumbent must have reliable internet connectivity to effectively manage remote work and communications
