With responsibility for all program areas, this candidate will execute all areas of need for the organization including management in the following areas: fiscal, operational, program development, community relations, and board relations.

CLASSIFICATION: This position is classified as exempt. This is an at-will position that serves at the discretion of the Board of Directors and according to the terms of an employment contract.

DEFINITION: Under the direction of the Board of Directors, plans, organizes, directs and oversees all of the affairs of the NMRWA.

REPORTS TO: Board of Directors, NMRWA

EXAMPLES OF DUTIES: The duties of the Executive Director may include but are not limited to:

  • Ensures direction, coordinates and participates in the development and implementation of the NMRWA goals, objectives, policies, procedures and strategic planning as determined by the Board of Directors.
  • Responsible for recruiting, hiring, training and supervision and discipline of all staff. Administers and maintains an effective personnel program which includes job descriptions, personnel files, performance standards, annual performance evaluations and a compensation structure.
  • Develops and supervises an effective program of membership development and membership services.
  • Develops and maintains a publication program which is responsive to the needs of the association.
  • Organizes and conducts all conferences which include programs, exhibits and other events consistent with the objectives of the association.
  • Maintains effective internal and external public relations.
  • Serves as a spokesman for the association in conjunction with the President of the Board of Directors.
  • Maintains an effective government affairs program to represent the interests of the association membership to local, state, federal and related officials and agencies as appropriate.
  • Ensures the legal integrity of the association.
  • Plans and coordinates meetings of the Board of Directors of the association.
  • Travels as required to attend board meetings and other functions as directed by the Board of Directors.
  • Prepares proposals as needed for new and existing contracts.
  • Assumes the maintenance of an accurate set of financial books. Reviews all financial statements and reports.
  • Provides the Association’s Treasurer with monthly financial and operating reports.
  • Responsible for the efficient day-to-day administration and operation of the Association.
  • Assures and monitors competency in the delivery of designated programs through the creation of a system of accountability and acceptable association and member standards. Assigns tasks, reviews programs and monitors follow-through on end results.
  • Maintains accessibility to respond to regulatory and membership needs
  • Communicates to the Board of Directors on all issues and concerns regarding the Association presenting any and all alternatives to any issue for consideration.
  • Takes direction from and implements any changes that the Board of Directors determines are in the best interest of the Association.
  • Maintains a working relationship with the National Rural Water Association and other state Rural Water Associations.
  • Maintains a working relationship with the New Mexico Environment Department, and other organizations as may be necessary.
  • Performs such other duties as directed by the Board of Directors.
  • Maintains appropriate records for the Association per the Board of Directors.

EDUCATION: Four years of college with an earned degree in public administration, business or related field.

EXPERIENCE: Five years acting in a management capacity.

KNOWLEDGE OF:

  • The day-to-day operation of a not-for-profit association
  • Office procedures and financial records and reports
  • Personnel policies and procedures
  • Computer use and general office software operation
  • Problem solving and troubleshooting techniques
  • Teaching and training techniques
  • Preparing and presenting oral and written report

LICENSES AND CERTIFICATION:

  • Maintain a New Mexico Driver’s License,
  • Possess the ability to be bonded. Possess the ability to travel extensively including possessing dependable transportation.
  • Maintain automobile insurance at a level as required by the NMRWA.

We will be screening candidates as they submit resumes, however, this is an executive level position. We understand that the successful candidate may need a very generous notice to the current employer. We plan to hire in July but the first day on the job would likely be between September and November.
