Proposal Development for Universal Language for Behaviour Change (UL4BC) Programme with WASH being one of the focus areas

Introduction:
Welthungerhilfe (WHH) is one of Germany’s largest private aid agencies. In South Asia, over the past 55 years, WHH has supported over 1500 rural development projects through local partner organizations contributing towards combating poverty, hunger, and malnutrition. Our approach is to work as partners and support local organizations in improving the living conditions of vulnerable people in a sustainable way.
This RFP is for a Viva con Agua and Welthungerhilfe co-funded project which aims at Water, Sanitation, and Hygiene (WASH) related behaviour change in children and vulnerable communities. We are using a unique approach called Universal Language for Behaviour Change (UL4BC) through art, music, sports, dialogues and strong monitoring and evaluation in our project areas in Uttar Pradesh and Madhya Pradesh. These activities are focused on WASH related problems and finding their sustainable solutions.

Brief Objectives & Scope of work:
Through this ToR, Welthungerhilfe seeks to onboard a consultant agency or individual who can create two types of project proposals –
- Proposals for Indian CSR to arrange funds for our local NGO Partners, and
- A broader WASH project proposal with strong UL4BC element for international donors.
- The consultant is also expected to map potential donors for both the categories and arrange meetings.
- Concept notes and proposals for integrating UL4BC approach in existing Govt schemes
- The consultant is also expected to convert grants for at least one proposal for a substantial amount (at least 50 lacs to one crore)
Budget:
The maximum consultancy fee for the assignment is INR six lacs (Rs 600000), including taxes. Any cost related to required logistics is excluded from the above amount.
Key deliverables: –
- Reviewing all the documents and audio-visual materials and reports of the project.
- Field visits to interact with the community and other stakeholders.
- Interaction with the project team and senior management team to understand the project and expectations
- Creating draft proposals for both types of grants-
- Indian CSR to arrange funds for our local NGO Partners, and
- An integrated WASH project with strong UL4BC element for international donors. With Strong Gender aspect.
- Mapping of potential donors for both the sections
- Establishing connection and meetings with the donors
- Conversion of proposals of the value of at least 50 lacs to one crore
- Consortium-based or hybrid funding elements could also be figured out
- Create concept notes and proposals for integrating UL4BC approach in existing Govt schemes.

- A technical proposal specifying the overall approach to the execution of the contract; the services to be provided; the experience of the applicant in similar assignments.
- A financial offer including logistics cost.
- Samples of previous work
The actual scope of work and deliverables will be finalized after the interview with the fellow.
Evaluation – The selection of fellow shall be based on both technical quality and cost evaluation by the purchasing committee.
Please note – The committee may ask for more detailed presentation from the shortlisted candidates before awarding the contract. The presentation is in no way binding on the contracting authority. Applicants will be informed of their selection & non-selection, but scores and other details of the evaluation committee will remain confidential.
