Job Description and Duties

Our mission is to prevent loss of life and reduce property damage caused by high water and floods.  We are part of a team that utilizes its engineering skills and expertise to support that mission.  We are the technical experts that inspect and report on levee utilities and features of the State Plan of Flood Control.  If using your engineering talent and love of the outdoors to help accomplish this mission aligns with your core values, then this is the job for you.

Under the direction of the Senior Engineer, Water Resources provide support to Departmental responsibilities related to the operation, maintenance, and evaluation of levees and channels of the Sacramento and San Joaquin River Flood Control Project.  The incumbent will focus on field investigations and engineering analyses to evaluate the State’s flood control system, perform utility crossing inspections, assist in system vulnerability assessments and participate in engineering studies, and analyses of the integrity of the Central Valley Flood Control System.  These duties will require knowledge of hydrology, hydraulics, Geographic Information System (GIS), database management, and excellent communication skills.  Develop and use relational databases to organize flood system information, track system status and changes, and support the development and update of the State Plan of Flood Control.  Applicants should be able to read and understand construction drawings, specifications, and agency regulations.  Assist in developing the Assembly Bill 156 annual report (California Water Code: Chapter 9: Article 4, Sections 9140 and 9141) with the cooperation and information provided by local agencies.  Support in documentation and assessment of flood control systems, projects, and structures operated and maintained by the State and local maintaining agencies throughout the Central Valley.  This position requires the incumbent to work cooperatively with others; maintain regular, consistent, predictable attendance; exercise good judgment and initiative; reason logically and creatively, utilizing a variety of analytical techniques and research skills.  In carrying out these duties, the employee is required to work closely with other State, federal, and local agencies, stakeholders, and consultants; possess excellent oral and written communication and presentation skills; and work in a courteous and professional manner with the public and other agencies.  

Must be willing to work extended hours (including nights, weekends, and holidays) during high water and flood emergencies.

Desirable Qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


An ABET accredited civil engineering degree or an Engineer-In-Training (EIT) certificate or Civil Engineering license (PE) issued by the California Board for Professional Engineers, Land Surveyors, and Geologists is preferred but not required.  Experience or coursework related to database management and use of Microsoft Access or Oracle; experience or coursework related to Hydrology, Hydraulics, Geotechnical Engineering, and ArcGIS applications.  Ability to analyze complex technical data related to flood control systems and ability to read and interpret record drawings, as-builts, permits, and other manuals.  Experience in Geospatial tools such as ArcGIS, QGIS; Microsoft productivity tools such as Outlook, Excel, Word, SharePoint, OneDrive; and other similar productivity software.  Experience or training in producing documents to meet Web Content Accessibility Guidelines (WCAG) is highly desirable.  The ability to communicate effectively as a team member and work cooperatively with others.  Experience with presenting information to the public or teaching/training others.

This position is currently eligible for 60% telework. The amount of telework is at the discretion of the Department and is based on the Division of Flood Operation’s needs and evolving telework policy and is subject to change. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises.
