5      Project Background

UNICEF Libya is committed to enhancing child well-being and strengthening essential services through a multi-sectoral approach that combines humanitarian response, system strengthening, and development programming. Working in close partnership with government institutions, civil society organizations (CSOs/NGOs/INGOs), and local communities, UNICEF’s programming is designed to improve access to quality services for the most vulnerable children. Despite Libya’s upper-middle-income status, prolonged conflict, economic instability, and environmental crises have significantly impacted public service delivery, leaving children and families with limited access to education, healthcare, water, sanitation, and social protection. In response, UNICEF invests in direct service provision, capacity-building, and policy development to create sustainable, resilient systems that support children and families both in emergency and long-term settings. UNICEF Libya is actively engaged in delivering and expanding services across five key sectors to ensure that children, adolescents, and families receive life-saving and long-term support. 1. 1- Improved Health & Nutrition: Enhanced access to quality, inclusive, and gender-responsive primary healthcare and nutrition services for children, adolescents, and women. 2- Inclusive Education: Safe, equitable, and uninterrupted learning opportunities, including skills development, for all children and adolescents. 3- Child Protection Strengthened: Reduced violence, exploitation, abuse, and harmful practices through prevention and systems strengthening. 4- Sustainable WASH Access: Climate-resilient water, sanitation, and hygiene (WASH) services in schools, health centers, and communities. 5- Expanded Social Protection: Shock-responsive and inclusive systems to reduce child poverty and support vulnerable families.
