About WaterAid India:
Jal Seva Charitable Foundation (JSCF) is registered in India as a not-for-profit company under Chapter 8 of the Companies Act, 2013. JSCF, is an associate member of the WaterAid federation and uses the brand name ‘WaterAid’ in India.
WaterAid India seeks to improve the quality of life of 5,000,000 households – with a special emphasis on the vulnerable by 2029 through the provision of climate-resilient and sustainable WASH services via demonstration, institution strengthening, and the effective utilization of public resources. We work in rural and urban areas and seek to deepen our presence in states we operate in and to work in small towns. WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Lucknow, Patna and Raipur. We currently have a presence in ten states in the country.
WAI’s Programme focus in the next five years is on ensuring access to safe and assured drinking water in the households, as well as safely managed sanitation at both the household and habitation level. Further, we seek to ensure that anganwadi’s, schools and health care facilities have adequate and appropriate water, sanitation and hygiene infrastructure. Finally, we seek to create integrated water and sanitation solutions in small towns. In all of these efforts, ensuring climate resilience of infrastructure and systems is critical. We seek to do this through demonstration and the provision of technical and knowledge support to governments at all levels who can facilitate adoption on scale. Roles & Responsibility:
a.) Program management
- Ensure Project objectives and milestones are met effectively within timelines
- Plan monthly and quarterly deliverables and ensure their delivery through team
- Conduct periodic review meetings with the team to ensure implementation is as per Schedule
- Undertake intensive and regular field visits to intervention areas to supervise implémentation of all infrastructure work and community mobilisation processes
- Lead, manage and motivate the team, creat an environnement that enables staff to maximise their potential and facilitate high performing team
- Report the activities and Financial Progress as per the Project Schedule or donor /WAI requirements
- Preparation of monthly updates and brief reports as required. Periodic reporting of progress to line manager (monthly, quarterly, half yearly and annual)
- Support technical team members in infrastructure planning through technical estimations, engineering drawing and designs) and implementation of infrastructure components as per project plan.
- Adhere to technical standards, technical guidelines, project processes and organisational policies applicable to the project
- Have a knowledge and understanding of urban WASH issues and Urban Governance
- To undertake any other activity/ work as directed by State Programme Director
b.) Stakeholder engagement:
- Build and manage relationships with key stakeholders in the district and district administration for effective implementation of the plan
- Build and manage relationships with Urban Local bodies
- Take lead in conceptualizing and organizing state/ district level consultations /workshops / conferences as required in the project
- Coordinate and regularly interact with sector players, local governments, and other institutions in consultation with line manager Represent the project and achievements at district level networks and govt. meetings.
- Influence for scaling up of project outputs and successes to district level authority
c.) Technical support and capacity development:
- Support field team members in setting up project management systems in accordance with project plans and WAI/donor guidelines
- Ensure adherence to technical and programme standards and quality
d) Documentation management:
- Produce high quality report to be shared with the donors and other stakeholders
- Ensure timely uploading of MIS data by the team and provide regular project updates
- Validation of reports, data and review of progress through regular field visits
- Support Technical officer in plan and execution of water and WASH infrastructure
- Facilitate WAI project related assessment, monitoring/quality assurance, donor visits, audit
- e)Finance:
- Ensure financial deliverables committed under the project are met
- Follow procurement process and expenses and support first round verification of bills.
- Consolidate and compile monthly reports with statement of verified bills
- Ensure timely utilisation of project Budget and keep track of the variance
- Support internal and external audit visits
Eligibilities and Qualifications:
Qualification:
- Post graduate Degree in one of the following: sociology/social work, Urban development, community development, or equivalent.
Experience:
- Relevant work experience of at least 3+ years in NGO/ organization leading WASH projects which should include leading a team of at least 5+ members.
- Experience with Urban sanitation systems Including Fecal Sludge Management, Waste water management.
- Knowledge of ULB functions, roles of parastatal bodies and coordination mechanism under SBM-U 2.0 recycle and reuse of waste water.
- Experience to integrate rainwater Harvesting and flood resilient designs and reuse strategies into Urban Wash.
- Familiarity with PPP models for service delivery in desludging toilet maintenance and solid waste management.
Community management experience:
- Experience in working closely with Urban community and urban community groups.
- Deep Understanding in managing Urban community livelihood or Urban social enterprise projects.
- Experience in social art, or social marketing campaigns.
Stakeholder management:
- Understanding of district, block and Nagar Panchayat level dynamics, govt. departments (dealing with Urban development issues) and able to manage relationships
- Working in close coordination with government departments, local Nagar Panchayats Representatives
Others:
- Ability to work comfortably in MS Word, Excel and Power point
- Able to undertake basic analysis of data in excel pivots. Knowing SPSS/ R etc. is preferred
- Ability to travel independently in the field
- Should be driven, motivated and be able to learn quickly and take responsibility
- Good communications and presentation skills – write, read and speak in Hindi and English.
