About Centre for Microfinance & Livelihood (CML): The Centre for Microfinance & Livelihood (CML) was initiated by Tata Trusts in 2008. It serves as a specialized support organization focusing on capacity building, research, collaborative interventions, and policy advocacy in Northeast India. CML works in multiple thematic areas, including education, WaSH, livelihoods, crafts, and sports, across Assam, Tripura, Manipur, and Meghalaya. CML aims to empower communities and improve the quality of life through strategic, data-driven, and impact-oriented interventions.

Position Summary: As a Project Engineer – WaSH, the incumbent will be responsible for leading and supporting WaSH interventions under the Springshed Management Program in Tripura. The role will involve technical oversight, field implementation, coordination with stakeholders, and ensuring project objectives are met effectively.

Location: Dhalai/North Tripura

Employment Type: FTE (Fixed Term Employee)

Remuneration: INR 40,000 PM to 45,000 PM (Including PF, Medical Health Insurance, Gratuity etc.) based on experience.

Roles and Responsibilities

1. Technical and Engineering Responsibilities:

• Prepare and oversee the execution of Detailed Technical Reports (DTRs) for identified springs.
• Supervise civil-related works for implementing groundwater recharge structures.
• Ensure technical feasibility and quality control in spring rejuvenation, check dams, recharge pits, and gabion structures.

2. Field Implementation Support:

• Provide on-ground handholding support to the field team in executing engineering interventions.
• Conduct hydrogeological assessments to identify recharge zones and suggest technical solutions.
• Assist in the planning and execution of water quality testing using FTK Kits.
• Conduct training to village spring-shed committee member regarding the work.
• Design, Drawings, Estimate preparation, Quality check and Control of the work.
• Supervision and Keeping measuring book and billing of the work.
• Support in other technical work and social work.

3. Stakeholder Engagement & Coordination:

• Coordinate with local agencies, panchayats, government departments (PRI, WRD, DWS, Forest, etc.), and community groups for smooth project execution.
• Facilitate training and awareness sessions on sustainable groundwater management.

4. Monitoring, Documentation & Reporting:

• Maintain project data, reports, and technical documentation.
• Document field experiences, challenges, and success stories for internal reflection and donor reporting.
• Conduct periodic impact assessments of interventions on water security.

5. Other Responsibilities:

• Support internal reflection meetings and strategy development.
• Undertake any other relevant tasks assigned within the scope of work.

Essential Skills & Competencies:

• Strong understanding of hydrogeology, water conservation structures, and civil engineering aspects related to groundwater recharge.
• Technical expertise in spring rejuvenation, watershed management, and water quality testing.
• Proven ability to work with government agencies, community organizations, and local self-governance bodies.
• Strong problem-solving, analytical, and leadership skills.
• Proficiency in English and local language (Bengali/Kokborok preferred).
• Strong computer skills (MS Office, MS Excel, Power Point, AutoCAD preferred).
• Excellent interpersonal and communication skills.

Educational Qualification & Experience:

• B.Tech in Civil Engineering (or M.Tech in water resources/hydrology).
• Minimum 2-3 years of experience in the Civil Engineering sector.
• Experience in drinking water projects, groundwater recharge, or spring-shed management will be preferred.
