Job Description

The Utah Department of Transportation (UDOT) is looking for a knowledgeable and detail-oriented individual to fill the Stormwater Environmental Manager position, assisting in managing the UDOT Stormwater Management Program.

Principal Duties
As the Stormwater Environmental Manager you will:

  • Ensure compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines.
  • Identify programmatic needs and oversee stormwater training programs.
  • Write, summarize, and review compliance documents, reports, memorandums and related materials based on research, investigation, or analysis; make recommendations on findings.
  • Manage data and develop databases and dashboards.
  • Work with project managers, consultants, regulatory agencies and local governments to actively ensure stormwater regulatory requirements are communicated and met in a professional and efficient manner.
  • Implement and maintain policies and procedures in response to changes in UDOT policy, state and federal laws.
  • Supervise staff and facilitate a collaborative work environment.
  • Interpret, clarify, explain and apply agency policy and procedures, business practices, federal or state laws and regulations to internal and external partners and stakeholders.
  • Manage contracts related to stormwater permit compliance.

  • Proficiency with applicable laws, rules, regulations and/or policies and procedures
  • Ability to interpret and apply laws, rules, regulations, policies and/or procedures to ensure compliance with agency, federal, and state policies and procedures, etc.
  • Ability to manage people and effectively communicate expectations
  • Experience conducting methodical examination of information and evaluating information against a set of standards
  • Ability to analyze and identify underlying principles, reasons, and facts associated with information or data
  • Ability to communicate clearly, concisely and effectively verbally and in writing; listen to and understand information and ideas
  • Ability to facilitate or lead hearings, presentations, meetings, teams, or work groups to encourage participation, build mutual trust, respect and cooperation among participants

Minimum Qualifications
The qualified candidate for this position is someone who:

  • Has a Bachelor’s degree, or higher, in an environmental discipline, engineering or a related field with two (2) or more years related experience OR six (6) years of related experience in lieu of a degree.

Preferences
Preference may be given to those with one or more of the following:

  • Experience with Municipal Separate Storm Sewer System (MS4) regulations and compliance.
  • Experience leading and directing teams of professionals.
  • Is willing to go above and beyond to serve as a resource to others.
  • Will lead by example.

  • In-state travel is required.
  • Working Conditions – Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Physical Requirements – Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
  • Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
