The objective of this assignment is to develop Regional Guidelines and Early Warning System for Climate Resilient Infrastructure Development in the water, energy, agriculture and transport sectors in the Zambezi Watercourse. The scope under this assignment include;
- Review, refine, supplement, update and incorporate climate change resilience in the existing national and regional infrastructure development guidelines and other related documents in the water, energy, agriculture and transport sectors in the Zambezi Watercourse.
- Formulate regional guidelines for the development of climate resilient infrastructure in the water, energy, agriculture and transport sectors in the Zambezi Watercourse where no guidelines are in place; and
- Develop guidelines for the development of an Early Warning System for the Zambezi Watercourse that will support the integration of the system into the existing Zambezi Water Resources Information System – Decision Support System (ZAMWIS-DSS).
The specific tasks shall include;
- Comprehensively reviewing the existing national and regional infrastructure development guidelines and other related documents in the water, energy, agriculture and transport sectors in the Zambezi Watercourse to identify gaps and areas of improvement.
- Prepare a gap analysis report and make necessary recommendations to update existing national and regional infrastructure development guidelines and related documents to include climate change resilience.
- Update the existing guidelines and related documents to include climate change resilience in the development of infrastructure in the water, energy, agriculture and transport sectors.
- Formulate guidelines that incorporate climate change resilience in the development of water, energy agriculture and transport infrastructure where guidelines are not in place
- Review the existing Early Warning Mechanism(s) in the Zambezi Watercourse and identify gaps/opportunities for developing an Early Warning System to be integrated into ZAMWIS.
- Develop the guidelines for Early Warning System that will support integration into the ZAMWIS-DSS.
