Main Purpose of Job

The mission of the Water and Science Administration of the Maryland Department of the Environment is to restore and maintain the quality of the State’s ground and surface waters, protect wetland habitats, and manage the utilization of Maryland’s mineral resources throughout the State.

This Natural Resources Planner III position will function as a nontidal wetland reviewer of projects proposing to impact nontidal wetlands and/or the nontidal wetland buffer in the Eastern Region of the Nontidal Wetlands Division. (The Eastern Region consists of Caroline, Dorchester, Kent, Queen Anne’s, Talbot, Somerset, Wicomico and Worcester counties) This position is guided by the requirements and mandates established in the Nontidal Wetlands Protection Act and Nontidal Wetlands Regulations and the Water Quality Certification requirements of the Water Quality Regulations. In this capacity, the incumbent prepares permit decisions, represents the Department in a variety of forums; provides guidance to consultants and applicants on nontidal wetland policies, regulations, and procedures; and coordinates with other government agencies, other levels of government, and the general public.

The working conditions involve exposure to uncomfortable or unpleasant surroundings. Site visits may be conducted in inclement weather. Exposure exists to insect bites/stings, poisonous plants, chiggers, ticks, snakes, and wild and domesticated animals. Work involves exposure to hazardous conditions which may result in injury. Site visits usually involve walking on uneven terrain that may result in falling. Work involves special physical demands;  field visits may involve long walks exceeding one mile and traversing uneven terrain. Use of protective clothing. such as safety vests, hard hats, rain gear, and waterproof boots may be necessary.

The incumbent in this position will be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver’s license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: Three years of experience in natural resources planning or applied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences for up to three years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate have a Bachelor’s degree in a Natural Resources related field of study.

It is also preferred that the selected candidate has the following: 

  • Experience in Natural Resources Planning or applied Environmental Science;
  • Training/and or experience in wetland delineation;
  • Training/and or experience in plant identification;
  • Training/and or experience in soil Identification;
  • Training in ArcMap or GIS geodata database development or applications.

PERSONAL LEAVE – New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE – ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
