Job Overview:

The position holder will be responsible for coordination the implementation of field activities focused on WASH-Shelter within integration with other Core Competences in the area. The WASH-Shelter Coordinator will collaborate with other team members to inform integrated programing and protection mainstreaming. The WASH and Shelter Coordinator will work under the direct supervision of Area Program Manager in the North He/ she will work under the close technical guidance of the WASH and Shelter Specialists in Kabul. He/ She will also work very closely with NRC’s other units in North (in particular the Education, ICLA, and PfV units), to implement joint programmes.

The position holder will be spending 50% of their time in the field locations and provide on job support to the field teams who will be working under his/her direct supervision. The position holder will be reporting to the Area Program Manager.

Generic responsibilities:

  • Line management of WASH – Shelter projects field staff
  • Adherence to NRC policies, guidance and procedures and awareness of NRC global, regional and national strategies
  • Contribute to WASH Shelter national strategies development, project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market-based programmes
  • Manage and implement delegated portfolio of WASH / Shelter projects (activities, budget and project documentation) as delegated from PM or PDM in line with proposals, strategies and donor requirements, and ensure high technical quality
  • Provide regular progress reports to APM (AM and cc Specialist)   
  • Promote and share ideas for improvement and necessary changes in the activities (Better impact, quality, efficiency, sustainability)
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist (technique or methodological)
  • Ensure capacity building of project staff and transfer key skills  
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities:

  • Lead the implementation of all WASH and Shelter projects in the north region, including:
    • Managing budgets and tracking expenditures on a monthly basis, 
    • Desk review of all technical documents of WASH and Shelter (scope, design and BoQs) of all construction related activities. 
    • Reporting project progress on a monthly basis and providing inputs for donor reports as required
    • Overseeing the beneficiary selection process, according to guidelines set by the Shelter Specialist, and ensuring that the selection process is done with the highest level of transparency, fairness and rigor. 
    • Ensuring that project activities are being implemented on schedule, and with a high level of quality.
    • Ensuring that monitoring and evaluation (M&E) data collection is carried out on schedule, with a high level of quality, using the appropriate data collection tools.
  • Ensure quality control of shelter/WASH projects and activities, through conducting regular field visits, including carrying out random checks
  • Conduct a due diligence process to address Housing Land and Property (HLP) considerations for WASH / Shelter and Settlements projects 
  • Manages the archiving of relevant project documents and contributes to grant reports
  • Develop synergy with other NRC core competencies (PfV, ICLA, LFS and Education) to ensure coordinated approaches
  • Be an active member of the WASH and ESNFI clusters at the North and northeast Regions, including through building good working relationships with relevant government line department (Ministry of Rural Rehabilitation and Development Afghanistan (MRRD) and Ministry of Refugee and Repatriation (MoRR), Ministry of Economy.
  • Ensure the inclusion of cash-based interventions and marked based programmes in country     and area-based strategies and their implementation across and within NRC’s core competencies.
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses.
  • Any other tasks as assigned by the immediate superior.

Generic professional competencies for this position: 

  • Documented results related to the position’s responsibilities
  • Minimum 3 years of experience with project implementation position in a humanitarian/recovery context
  • Minimum 4 years of experience within technical expertise area of WASH and or Shelter
  • Knowledge about own leadership skills/profile 
  • Previous experience from working in complex and volatile contexts
  • Be willing and able to travel and work regularly on the field (outside office)
  • Fluency in English is essential, both written and verbal. Knowledge of Dari/ Pashtu/ Uzbeki is an added advantage though not mandatory;

Context related skills, knowledge and experience : 

  • Knowledge of the context in north and northeast region of Afghanistan 
  • Knowledge of the local language (Dari, Pashtoo and Uzbaki will be preferred)
  • Demonstrated experience and understanding of Project Cycle Management;
  • Computer literate in Microsoft Office, including strong skills in Word, Excel and Outlook.
