The Drinking Water State Revolving Fund Engineering Section Supervisor is responsible for the implementation of agency, division, and bureau direction and the oversight of day-to-day operations of the programs within their Section. This position leads staff to accomplish goals by clearly and effectively communicating priorities and expectations to personnel, develops and coordinates annual work plans with personnel, provides meaningful and timely feedback to personnel, manages personnel, implements the professional growth matrix, and aligns operations with DEQ strategic plans. This position works with its Bureau Chief to establish direction, identify strategy, inform of interest/controversy, and assess effectiveness of operations. Other responsibilities include implementing policies and procedures to ensure regulatory compliance and continuous business process improvement, managing program funding in compliance with the statutory and funding source requirements for the programs by setting fiscally responsible goals, monitoring budgets, and evaluating results; and developing stakeholder relationships and fostering communication among diverse interest groups regarding program activities with the intent of finding mutually beneficial solutions to problems.

Professional Engineer 
•    Develop, prepare, or review engineering plans and designs for works, such as structures, roads, facilities, and environmental systems.
•    Plan, prepare, analyze, and present reports and studies that identify hazards or recommend engineering solutions.
•    Perform engineering computations and analysis such as load and grade requirements, water flow rates, and material stress factors for engineering design specifications.
•    Perform engineering inspections of systems, elements, or operations during construction.
•    Interpret, develop, and implement engineering statutes, policies, and regulations.
•    Review engineering program activities, specifications, or documentation to make recommendations for changes with the engineer of record with responsible charge of a project.
•    Conduct engineering research and provide technical assistance to consulting engineers, contractors, public officials, counties, municipalities, and industries.
Program Officer 
•    Interact, provide guidance, and communicate with community, clients, contractors, or other state agencies to facilitate program activities.
•    Assist program managers, executives, or others by researching impacts to the program resulting from changes or proposed changes to policy, rule, or legislation.

The position may spend significant amounts of time indoors in a dynamic office environment which can regularly include auditory distractions. The position may be required to operate a personal computer and general office equipment to complete essential functions which can lead to potential challenges with eyestrain, poor ergonomics, and repetitive motion impacts.

The field duties may require the position to visually evaluate a site requiring the position to traverse uneven surfaces or climb ladders. The position may also bend, crouch, kneel, or twist in performing repetitive work such as sample collection. The position may be required to lift and carry equipment. Duties are regularly performed in varying climatic conditions. The duties may require safety equipment when working on sites with hazards or contaminants. The position may involve unaccompanied travel to various sites across Montana

Position is eligible to work in optional locations throughout Montana.

Detailed Minimum Qualifications:
•    Licensed professional engineer as required by 37-67-301, MCA, and the Board of Professional Engineers and Land Surveyors.  
•    Education and experience requirements as described by 37-67-323, MCA.
•    Preferred related work experience in permitting, design, or review of engineering plans and specifications for land or site development, and construction management. 
•    Four or more years of progressively responsible experience.  
•    Demonstrated experience in leading people is required, although this may be from roles other than formal supervisory experience.   
Other combinations of education and experience may be accepted on a case-by-case basis.

Training Assignment:  This agency may use a training assignment. Employees in training assignments may be paid below the base pay established by the agency pay rules. Conditions of the training assignment will be stated in writing at the time of hire.  

Salary: $ 102,294.00 – 109,045.00  Yearly
