Background
The Natural Heritage Trust (NHT) is a New York State (NYS) public benefit corporation. Established in 1968, the NHT’s mission is to receive and administer gifts, grants and other funds to further public programs for parks, conservation and historic preservation purposes of the State of New York. The NHT is governed by a four-member Board of Directors comprised of the Commissioner of the Office of Parks, Recreation and Historic Preservation, the Chair of the State Council of Parks, the Commissioner of the Department of Environmental Conservation, and the Secretary of State.
The Department of State (DOS) is an NYS agency that plays a critical role in helping to reinvigorate the NYS economy and make its communities more livable. The Department’s divisions, committees and commissions provide a vast array of services. to serve as a vehicle to make New York State’s communities more resilient and progressive to improve the lives of its residents.
OPDCI promotes the wise use and protection of coastal areas and inland waterways; preserve, protect, enhance, and where possible restore natural resources; and provide opportunities for the use and enjoyment of coastal areas and inland waterways in partnership with waterfront communities across the State. A priority initiative for the Water Resources Management Specialist is to lead the design, implementation, and tracking of floodplain, stormwater, and watershed improvement project grants such as the NYS Clean Water, Clean Air and Green Jobs Environmental Bond Act.
The selected candidate for this position will be an employee of the NHT with work conducted under the supervision of DOS OPDCI.
Duties 
The Water Resources Management Specialist implements the NYS Clean Water, Clean Air and Green Jobs Environmental Bond Act. The Water Resources Management Specialist will play a crucial role in addressing the implementation of flood risk reduction, stormwater management, and habitat/ecosystem restoration projects through Bond Act Funding. The primary objective of this role is overseeing the design and/or construction of stormwater and flood-risk reduction related projects. Given that flooding consistently impacts sustainable development, the Water Resources Management Specialist will also play a supporting role in in OPDCI at advancing a comprehensive approach to flood risk management and flood impact mitigation to protect public health and safety and the environment. Specific duties include:
- Manage grant implementation funding for flood mitigation, stormwater management, and habitat/ecosystem restoration projects.
- Provide technical assistance and outreach to address flood risk reduction and watershed management planning.
- Compile and analyze data to support program goals, grant applications and reporting.
- Coordinate multiple initiatives and meet project deadlines.
- Foster collaboration and maintain strong relationships across multiple stakeholders.
- Ability to align projects with established strategic action plans.
Minimum Qualifications 
A Bachelor’s degree in environmental science, civil or environmental engineering, sustainability or a closely related field from an accredited institution with a minimum of five years of relevant professional experience in the administration and management of stormwater management, flood mitigation, and/or environmental compliance projects.
A Master’s degree in environmental science, civil or environmental engineering, sustainability or a closely related field from accredited institution may substitute for 2 years of the required experience.
Preferred Qualifications
- Experience with program planning and management, and managing projects in a team setting, including developing project plans and managing timelines.
- Knowledge of project design, implementation, and reporting.
- Ability to manage budgets and project tasks.
- Strong organizational and analytical skills.
- Experience developing educational materials and conducting training programs.
