As a Senior Water Policy Planner in Planning and Development Services, you will apply wide-ranging, technical and professional urban planning knowledge in support of both Utility and City objectives to enable sustainable, resilient and vibrant cities. This role will collaborate with engineering technical experts to identify water, sanitary and storm infrastructure to support growth and then prioritize it for funding based on sound planning rationale.

You will work closely with corporate partners, industry (for example: developers) and the community to educate about and collaborate on utility-related initiatives. Lastly, you will examine how The City and its Utility can support growth and planning implementation processes including strategic analysis and other improvements to achieve sustainable development. Primary duties include:

  • Lead water and utility-focused strategic projects and plans.
  • Lead the utility analysis, engagement, and recommendations of new communities, established areas and industrial areas growth strategies.
  • Represent the Utility on strategic projects such as Main Streets Program and Transit Oriented Development (TOD) Strategy.
  • Provide sound planning advice to engineering technical experts to assist in prioritizing investments related to growth.
  • Write and finalize water-related and utility policy direction for corporate statutory and non-statutory plans.
  • Launch pilot projects to test new approaches and concepts related to servicing.
  • Collaborate with internal and external partners on progressive improvements in the utility network and planning process in support of community growth and change.

Qualifications 

  • A degree in Urban and Regional Planning or related discipline. 
  • At least 5 years of experience in municipal planning/programs and policy/project development and analysis are required. 
  • Experience working as a team member in a utility or municipal services setting is an asset.
  • You have strong abilities in critical thinking and analysis; strategic planning and project management; collaboration and relationship-building.
  • Success in this role requires customer focus, sound decision making, and communication skills with a focus on effective presentation skills.

Workstyle: This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.
