Task title: Consulting services for preparation of a report on completion of implementation and results achievement of the Dushanbe Water Supply and Wastewater Project

The Government of the Republic of Tajikistan has received grant funding (Grant No.: D4780-TJ – XDR 21.70 million) from the International Development Association to improve the reliability of water supply and wastewater services in the Sino district of Dushanbe and to improve the operational performance of the Dushanbe Water Utility (Dushanbevodokanal), and intends to use part of the proceeds for consultancy services.
The objective of the assignment is to prepare and submit the Dushanbe Water Supply and Wastewater Project (DWSWP) Completion and Results Achievement Report.
Expected duration of the assignment – three months (3 months). Estimated start date for the provision of services: 05/01/2025. Consistency is consistent with the ToR attached or referenced in this REOI.

SUE “Dushanbevodokanal” invites eligible consulting firms (“Consultants”) to declare their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the necessary qualifications and relevant experience to perform the Services. Selection criteria:
A research organization should have:
1. Registered company with at least 5 years of general experience in conducting impact evaluations, completion reports or rapid assessments with the ex-post analysis as an output;
2. Experience in developing at least 1 feasibility study, project completion assessment for water supply and wastewater projects with economic and financial assessments;
3. Organigram of the company demonstrating its core staff and ability to engage required experts.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of Section III of the World Bank’s Procurement Regulations for IDA Borrowers, July 2016, Revised November 2017, August 2018 and September 2023 (“Procurement Rules”), which set out Bank policy regarding conflict of interest.
Consultants may collaborate with other firms to improve their skills., but it should be made clear whether the association is a joint venture and/or a subconsultant. In the case of a joint venture, all partners in the joint venture are jointly and severally liable for the entire contract, if selected.
The Consultant will be selected in accordance with the CQS – Selection by qualifications consultant set out in the Procurement Regulations.
